City of West Peoria Land Use Committee met June 7.

Here is the minutes provided by the Committee:

Call to Order Chair Dohm called the meeting to order at 6:32 p.m.

Roll Call

Members present were Chair Dohm, Alderperson Barnes and Alderperson Siewert. Also present were City Administrator Krider, Clerk Silver, Alderperson Meismer, Alderperson Martindale, Code Enforcement Officers Wallace and Davis and Township Supervisor Kennedy.

Additions to/or deletions to agenda

City Administrator Krider added a discussion of computers and distributed an estimate from Kaufman & Sons for repairs to city hall.

Approval of Minutes - May 17, 2017

Alderperson Barnes made a motion to approve the May 17, 2017 minutes. Chair Dohm seconded the motion. Motion carried.

Review of Monthly Financial Report

Alderperson Barnes made a motion to receive and file the financial reports dated April 30, 2017. Alderperson Siewert seconded the motion. Motion carried.

Enterprise Zone Chair Dohm reported that updates to the Enterprise Zone are in the works and expects documents for review at the next committee meeting but he anticipates needing to add additional square feet.

Public Comment Township Supervisor Kennedy had questions about the current uses of the property in total formerly occupied by Catholic Social Services and Jesus Daycare. Lutheran Social Services was asking about the church at the corner of Swords Hill and Rohmann Avenue.

Nuisance Properties Code Enforcement Officer Wallace reported individual progress on the properties listed as nuisance properties

February through May 2017. Specific direction relating to the disposition of each of the properties was discussed.

Old Business

Litter Program

Chair Dohm asked Township Supervisor Kennedy if man hours were available for litter projects. She reported hours dedicated to Pierson Avenue, Farmington Road and Sterling Avenue. Alderperson Thomas is coordinating with Kennedy to provide reports of the litter situation on Pierson Hill.

Review Ordinance 2017-17 An Ordinance Amending the Regulations Regarding the Storage of Wood and Lumber to Lower the Required Storage Height Clarification of the definitions listed on page 2 of the ordinance were reviewed. Suggestions for changes were made with another version of the ordinance coming before the Land Use committee again next month.

Review Home Occupation Application City Administrator Krider called attention to examples of home occupation permitting guidelines from other municipalities. The Committee agreed to review the sample ordinance, come back next month to tweak the ordinance and make recommendations.

Review of foreclosure and vacant properties listing Updates of the listing were completed from the previous listing. The specifications for a buildable lot were reviewed.

Review Empty Lots The process for selling an empty lot to an interested resident was outlined and lien forgiveness was debated. Chair Dohm raised the issue of contracting for mowing of empty lots in lieu of street department employees being diverted from vital street work for mowing. Details of the work being done was outlined by City Administrator Krider. The committee agreed to send a memo to city council outlining a process to contract the work done on vacant properties not owned by the city. City Administrator Krider will prepare a memo detailing the process to send to council on June 13 or 27 once the document is prepared.

New Business

City Administrator Krider reported three computers with the data drives wiped and sought recommendations from the committee as to the disposition of the equipment. An estimate for brickwork repair from Kaufman & Sons that will be brought before Council on June 13 was distributed to the committee for information only.

Adjournment

Alderperson Siewert made a motion to adjourn the meeting at 8:32 p.m. Alderperson Barnes seconded the motion. Motion carried unanimously by voice.
