City of Chillicothe Public Works Committee met July 19.

Present: Chairman Gould, Alderman Sharp, Alderman Hughes, City Engineer Coulter, City Clerk Hurd, Superintendent of Public Works Sutherland, Office Manager Passage
Chairman Gould called the meeting to order. Office Manager Passage presented two sidewalk applications for the sidewalk program. Jeff Jenkins 100 Cloverfield $300.00 city share $240.00 Marty Ogburn 1428 Logan $1,856.00 city share $1,000.00
The consensus of the committee was to recommend approval of both sidewalk applications to the city council at the July 24, 2017 council meeting.
Office Manager Passage presented a High Usage Waiver Request from Karen Jackson of 415 Placher Ct. The request states that an outside faucet was left on and her water bill was high. Based on the formula that is used to which is 40% of the excess water the amount to be considered would be $4.95. Superintendent Sutherland investigated and confirmed that the water did not go through the system. A discussion was held and the consensus of the committee was to waive the $4.95 and instructed the office manager to remove said amount from her account.
Office Manager Passage presented a high usage waiver request from Danny Pyatt of 1428 Sixth. The request states that it was a dry winter and he topped off his swimming pool. Superintendent Sutherland stated that the process to fill a pool is to notify the Water Department and schedule to fill the pool. The did not follow the process and the water ran through the meter. The consensus of the committee was to deny the request.
Superintendent Sutherland advised the committee that he had to repair the vactor truck and the cost was $986.16. It was a fuel line leak and the mechanic did not have the proper tools to repair. The consensus of the committee was to present the invoice to the city council for approval to pay.
Engineer Coutler presented the project update list. He stated that he has obtained a cost of $1,105.00 from Whitney Co., to drill the dry well at Hushaw and Elm. He stated that he would like to have them drill down and put a pipe in to help the dry well drain. The cost for a new dry well would be approximately $20,000 to $25,000. A discussion ensued, and the consensus of the committee was to try fixing the current dry well. The request will be presented to council.
Engineer Coulter stated that since the state passed the budget the city should continue to receive Motor Fuel Tax Funds, therefore; he recommended we go forward with the crack sealing by obtaining bids. The consensus of the committee was to proceed with obtaining bids.
Superintendent Sutherland reported that he has worked on the drainage issue at St. Edwards Church, however; he requested that the Engineer look at the drainage as he believes there is still a problem.
Superintendent Sutherland reported that he will be grading Azbell Road in August and will plan to sealcoat it in next year’s budget.
