City of Chillicothe Public Works Committee met July 5.

Here is the minutes provided by the Committee:

Present; Chairman Gould, Alderman Hughes, Alderman Sharp, City Engineer Coulter, Superintendent of Public Works Sutherland, Office Manager Passage

Chairman Gould called the meeting to order.

Office Manager Passage presented the following applications for the sidewalk program. Lee Nordstrom 1012 Manning Dr. City share $784. Beau Shepard 1429 Logan St. City Share $1,000.00

The consensus of the committee was to present the two applications to council for approval.

Office Manager Passage presented an Honorary Street Name Sign Application from Carmen Jenkins requesting two honorary sign. One to be placed at Fifth and Cedar and the other at Fifth and Walnut. The application requires a signature of an Alderman in whose ward the sign will be posted. Alderman Hughes signed the application for said requirement. The honoree name for the sign would be Galindo Way. A discussion was held. After discussion the consensus of the committee was to present the request to council for approval.

Superintendent Sutherland stated that Janar Yoder of 6518 E. Park BLVD has requested that the City provide the property with water. He explained that this property is outside the City’s corporate boundaries. He would run the water line from South Bay Dr. through an easement to the property line. He stated that he is working with a company that would bore the line at no cost to the city. The cost would city would incur would be parts for the connections. The property owner would have to complete an application for service and pay $500.00. The owner would then be charged one and half times the water rate as they are outside of the corporate boundaries. After discussion, the consensus of the committee was to run the water line after the application for service is received.

Office Manager Passage presented a high usage waiver request from Maralyn Nowlin of 1325 Finney. The water pipes in the basement were leaking and the water did not go through the system. This was verified by the Superintendent of Public Works. Office Manager Passage stated that the amount that would be considered to be waived would be $7.38 of the $29.41 charge. After discussion, the consensus of the committee was to grant the waiver of $7.38.

City Engineer Coulter presented the project update list. A discussion was held regard, the overlay project that was approved. Since no state budget was approved the allotments for Motor Fuel Tax will not be processed. The account has approximately $115,000.00 and the overlay cost would be approximately $110,000.00. A discussion ensued and after discussion the consensus was to advise the full council of the situation and let the council decide if the project should go forward.

City Engineer Coulter stated that he has the estimate for the spray patching of streets and the cost would not exceed $10,000.00. This would be another project that would be funded by Motor Fuel Tax Funds and due to no new allotments the fund would not have the money to pay for the project until funds were received. The consensus of the committee was to present this to the city council to see if there is interest in proceeding with this project and use general fund money until funds are received.

City Engineer Coulter stated that he will bring the crack sealing project to a future meeting. He also stated that he will be meeting with the developer of Sycamore Trail Section 3 to go over what remains to be completed.

A discussion was held regarding the drainage at Hushaw and Elm. Alderman Hughes questioned if the current dry well could be cleaned out and drilled deeper to allow more water to drain instead of going to the cost of installing a new dry well. Engineer Coulter stated that the dry well was cleaned and drilled a couple of years ago. He will get with the Superintendent of Public Works and the contractor who did the work at said dry well and report back to the committee.

Superintendent Sutherland reported that he has been working with the Chillicothe Park District to create parking at Santa Fe Park.

There being no further business the meeting adjourned at 5:27 P.M.
