West Peoria City Council met August 22.

1.Call to Order
Mayor Dillon called the meeting to order at 7:00 p.m.
2.Pledge of Allegiance
The pledge of allegiance was led by Mayor Dillon.
3. Roll Call
Members present were Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Barnes, Siewert, Martindale and Silver. Also present were City Treasurer Main, City Attorney Connor, Missy Brewer, Videographer Reinhart, and Clerk Silver.
4. Additions to/or Deletions from Agenda
No additions to or deletions from the agenda were offered.
5. Approval of Minutes - August 8, 2017
Alderperson Thomas made a motion to approve the minutes of the August 8, 2017 meeting. Alderperson Barnes Seconded the motion.

6. Community Police Report
Mayor Dillon reported Code Enforcement tagged a vehicle last week and it happened to be an undercover car, the County is trying their best to get things under control.
7. Treasurer's Report
Treasurer Main distributed the monthly financial reports dated June 2017. Alderperson Meismer made a motion to receive and file the report. Alderperson Siewert seconded the motion.

8. Mayor's Report
Mayor Dillon reported attendance at the Mayors' Association meeting in Metamora. A roundtable discussion was held and Office Assistant Zych, Secretary for group, attended and witnessed the dilemmas facing municipalities regarding challenges common to municipalities such as vacant lots, absentee landlords, going to court to be able to cut grass, clean up. Discussions gave evidence to legal Counsel in that we can't go on people's property if someone is living there. This week, the Street Department crew was Scheduled to start street sweeping, the sweeper broke and it's in the shop for at least two weeks. In the meantime, arrangements were made to borrow a street sweeper from a sister city which should start on Thursday. Mayor Dillon plans a conversation with Lieutenant Middlemas on speed to enforce limits. Mayor Dillon encouraged council members to advise the officers as well if they see them. Scouts held their ice cream social last week and Mike's Tavern donated the proceeds from its golf outing to the Scouts.
9. Public Comment
City Attorney Connor introduced the newest member of his firm, Missy Brewer.
10. Committee Reports
a. Finance Committee
Chair Meismer reported the committee last met Wednesday, August 2, 2017. The committee next meets Wednesday, September 6, 2017 at 5:30 p.m.
b. Land Use Committee
Chair Dohm reported the committee last met Wednesday, August 2, 2017. The committee next meets Wednesday, September 6, 2017 at 6:30 p.m.
c. Public Safety Committee
Chair Reagan reported the committee last met August 16, 2017. The committee discussed an incident where the police were called regarding safety of city employees. A new bookkeeper was hired. Also, the committee reviewed and is recommending an ordinance for controlled substance fines being added to traffic stops and saturation detail. Alderperson Thomas will chair the next meeting. The committee next meets Wednesday, September 20, 2017 at 6:30 p.m.
d. Transportation Committee
Chair Silver reported the committee last met August 16, 2017. The committee reviewed financial statements and goals. Provided Callender Waverly update. All main line sewers completed. They're working on Setting frames and grates on top of inlet structures so moving along. Sidewalks and ADA ramps at Waverly should be completed this week as well. Bulk of project is repair of sewer line patch in street, tentative completion second week September. Ayres outfall scheduled to start this week. Finch given okay to start on second phase-Waverly to Cedar week of August 28. Temple Hill road construction moving along. The committee next meets Wednesday, September 20, 2017 at 5:30 p.m. Mayor Dillon added there is about a 3-foot section on Callender of pavement where the blacktop is pretty uneven coming through there. After the construction is cleaned up, plans are to ask the Contractor to look at it to see if it can be dealt with now.
11. New Business
a. Motion to approve Ordinance 2017-21. An Ordinance Prohibiting the Sale, Possession and/or Use of Cannabis and Prohibit the Sale, Possession and Use of Drug Paraphernalia was made by Alderperson Reagan. Alderperson Barnes seconded the motion.
Discussion: Alderperson Dohm asked for clarification as to how the tickets would be written. Attorney Connor commented that either way a portion of the fine should come to the City. Alderperson Meismer asked for clarification that medical cannabis is excluded and it was confirmed that it was. A correction to section 2F was noted whereby verbiage was inadvertently left out of the document; it should read the same as Section 3 F and G.

b. Motion to approve payment to Hein Construction Co. Inc. from Engineer's Payment Estimate Number 2 dated July 1, 2017 to July 31, 2017 in the amount of $121,437.96 (Line item 17-00-890) was made by Alderperson Silver. Alderperson Barnes seconded the motion.
Discussion: It was clarified that the Outflow project is a completely different line item.

C. Motion to approve payment of Purchase Order 13328 to River City Supply in the amount of $ 3,933.80 for asphalt (Line Item 01-41-614) was made by Alderperson Meismer. Alderperson Silver seconded the motion.
