City of Chillicothe Public Works Committee met October 4.

Here is the minutes provided by the Committee:

The Public Works Committee met on October 4, 2017, at 4:30 p.m. in the Council Chambers at City Hall.

Present: Chairman Gould, Alderman Hughes, Alderman Sharp, Mayor White, Superintendent Sutherland, City Engineer Coulter, Office Manager Passage

Also Present: Alderman Jenkins, Alderman Connor

Chairman Gould called the meeting to order.

Sidewalk Program Applications:

Office Manager Passage reported that she had received one application for the sidewalk program. Bryce Lauber 1403 Second City Share would be $1,000.00. Chairman Gould asked Superintendent Sutherland if he had review application and verified. Superintendent Sutherland stated he had and the application met the requirements. The consensus of the committee was to present the application to the City Council on October 9, 2017

High Usage Waivers:

Office Manager Passage reported that she had received one high usage waiver request from Donald White (Mayor) 946 Second. She read to the committee the account of how the water was used. Superintendent Sutherland verified that the toilet was running and the water went through the system. She stated that the high usage charge was $53.96 and when removing the average, $18.00 would be the amount that would be considered for a waiver. Mayor White addressed the committee by stating that he neglected to properly adjust the float in the toilet reservoir, therefore causing water to continue running, he stated that due to it running through the system and being neglect the amount should not be waived. A discussion was held. Alderman Hughes stated that he did not believe that was neglect and stated he believed the amount should be waived so the citizen can attempt to get a waiver from the Sanitary District. Mayor White explained that it was neglect. A discussion was held regarding the criteria the committee will use to justify waiving a portion of the high usage.

Mayor White explained that the criteria before the last meeting was if the water did not go through the system it would be considered. After the last meeting, the committee granted a waiver that did go through the system, therefore the criteria changed. Alderman Hughes objected and felt that the criteria did not change. Office Manager Passage explained that there have been approximately 37 meters profiled that show some form of high usage, however, only 12 of those came to committee for review. The reason was because of the past criteria that if it went through the system the committee generally denied the request. Mayor White explained that with the new direction the committee has taken the committee will receive several more request for consideration. A lengthy discussion ensued. Mayor White asked the committee to give direction to the supervisors as to what to tell citizens who now have a high usage issue. The consensus of the committee was to direct the supervisors to give a high usage waiver form to the citizen when a meter is profiled and advise them that the committee will decide on a case by case basis whether a waiver will be granted. The committee then discussed if the amount for Donald White should be waived. Chairman Gould stated that the amount of $18.00 should be waived and both committee members agreed.

Sidwalks Cloverdale Subdivision:

Office Manager Passage stated that Natalie Colgan of 1613 David attended the Council meeting on September 25, 2017 and requested the council to consider installing sidewalks in the Cloverdale Subdivision. Office Manager Passage stated that the city would have a few options:

1. Have the citizens in that subdivision apply for the sidewalk program at a 80% city 20% citizens cost.

2. Apply for a Safe Route to School Grant

3. Special Assessment

4. City Consider installation

Engineer Coulter stated that he had looked at the area and to install sidewalks in said subdivision the estimated cost would be over $600,000.00. Mayor White suggested that someone talk with Ms. Colgan to have her canvas the subdivision and get a scope of where they would like to see the sidewalk. Alderman Jenkins stated that he would talk with Ms. Colgan.

Speed Limit Signs Benedict (Bridge):

Superintendent Sutherland stated that he has installed two speed limit signs in said area.

Street Lights Benedict (Bridge):

City Engineer Coulter stated that it would be costly to install street lights in said area. Mayor White asked regarding the condition of the bridge. Engineer Coulter stated that he has looked at the bridge and at this time he feels it is in good condition. A discussion was held regarding the condition of Benedict Street. Alderman Sharp stated that he has had a few complaints regarding the condition of the street. Engineer Coulter stated that the city has spray patched the street a few times and when he review the streets for the street programs and brought the recommendation to the committee benedict street was not on the list for improvement this year. He stated that it would cost approximately $38,000 to seal coat and approximately $66,000 to overlay. He will look at Benedict in the spring again when the committee prepares for road repairs for fiscal year 18-19. Mayor White stated that he had talked with Brian Spain regarding the viaduct issue and should that project come forward traffic will be routed to Benedict Street. Alderman Sharp reminded that trucks will be routed to Route 40. Engineer Coulter stated that it may be possible that if that should happen I.D.O.T. would repair the road back to its original condition should the extra traffic cause damage.

Project Update:

Engineer Coulter advised the committee that the crack sealing program and the spray patching program has been completed. He will bring the invoice for both projects to committee when they are received.

Mayor White asked for an update on the potential road work at Three Sisters Park. He stated that Ian Goldberg had contacted him regarding the status of the potential project. Superintendent Sutherland stated that he sent the map of the where they would like the gravel roads to the city engineer to give an estimated cost. Mayor White asked that the cost be split into phases. Mayor White requested that Superintendent Sutherland set up a meeting with Ian Goldberg, Engineer Coulter, Mayor White, Rob Hulziser Township Road Commissioner, and himself to go over the potential project.

There being no further business the meeting adjourned at 5:25 p.m.
