Peoria County Health, Public Safety and Justice Committee met Oct. 25.

Call to Order
Chairman Baietto called the meeting to order at 1:00 pm.
Approval of Minutes
A motion to approve the minutes of August 28, 2017 was made by Mr. Salzer and seconded by Ms. Williams. The motion carried.

• PCAPS Monthly Department Report

• Emergency Management Agency Update
No report. No questions or comments from committee.
• AOIC Additional Allocation for Probation Reimbursement
Mr. Hunt advised that the Administrative Office of Illinois Courts has allocated additional funds of $184,000.00 for the reimbursement for salaries of Probation and Juvenile Detention employees. He stated that staff is not requesting an appropriation at this time; the Chief Judge has approved the funds to be received in the JDC budget to assist with the fund balance.
• Public Defender Report

• Sustainability and Resource Conservation Office
Ms. Raithel advised that an electronic recycling event hosted by Area Recycling is scheduled for October 7th. The event will be held in Pekin, and is free to all Peoria, Fulton and Tazewell County citizens.
Ms. Williams thanked Ms. Raithel and her staff for their assistance in the Laramie Neighborhood clean-up.
Resolutions
• FFY17 Child Protection Data Courts Project Award and 2017 Budget Amendment
A motion to approve was made by Mr. Elsasser and seconded by Ms. Parker. Ms. Shadid advised that the continuation grant in the amount of $17,500.00 provides for services related to the Child Protection Data Courts Project. She commented that as the Federal Fiscal Year begins October 1st , an additional appropriation in the amount of $3,000.00 is requested to cover anticipated revenues and expenditures for the remainder of County Fiscal Year 2017. The motion carried.
• FFY18 DUI Court Grant and FY17 Budget Amendment
A motion to approve was made by Mr. Salzer and seconded by Mr. Elsasser. Mr. Hunt advised that the continuation grant is a Federal Grant from the National Highway Traffic Safety Administration which goes through IDOT. He stated that the County has been the recipient of the grant for over ten years. He pointed out that Peoria County currently holds the only DUI Court in the state.
Mr. Hunt noted that the as the continuance was anticipated, it was included in the 2017 budget; however, a budget amendment in the amount of $2,188.00 is requested to cover expenditures for two laptop computers for officers. The motion carried.
• 2018 Annual Probation Plan
A motion to approve was made by Mr. Salzer and seconded by Ms. Parker. Mr. Hunt advised that the document is required by the Supreme Court through the Administrative Office of Illinois Courts. He added that by statute the Annual Plan must be submitted and acknowledged as received by the County Board. He stated that the Plan contains information on past performance and future plans. The motion carried.
Miscellaneous
Mr. Sorrel advised that October is Domestic Violence Awareness Month, and the Center for Prevention of Abuse has requested that Peoria County assist in publicizing awareness of domestic violence by turning one of the fountains in the courtyard purple for the month of October. He added that purple is the color adopted for domestic violence awareness.
