West Peoria City Council met September 26.
Here is the minutes provided by the Council:
1. Call to Order
Mayor Dillon called the meeting to order at 7:06 p.m.
2. Pledge of Allegiance
Liam Eddly led the pledge of allegiance.
3. Roll Call
Members present were Mayor Dillon, Alderpersons Dohm, Meismer, Reagan, Barnes, Siewert, Martindale and Silver. Also present were City Administrator Krider, Videographer Reinhart, Robert De Sutter, Alex De Sutter, Liam Eddly, Jacob Halstead, Deputy Demery and Clerk Silver.
4. Additions to/or Deletions from Agenda
Mayor Dillon is adding a proposal from the contactor to add a fix on Callender Waverly at the next segment.
5. Approval of Minutes - September 12, 2017
Alderperson Barnes made a motion to approve the minutes of the September 12, 2017 meeting. Alderperson Dohm seconded the motion. Discussion: No discussion.

6. Community Police Report
Officer Demery was called away. Mayor Dillon reported that things have been calm based on his report at Neighborhood Watch this week.
7. Treasurer's Report
City Administrator Krider announced that no treasurer's report is available because the month has not been closed due to the audit.
8. Mayor's Report
Mayor Dillon reported on feedback from a resident where the outfall was constructed. The contractor has been active to repair some of the concerns.
9. Public Comment
Robert De Sutter announced cookie dough sales start on Thursday.
10. Committee Reports
a. Finance Committee Alderman Meismer, Chair
Finance has not met since last meeting. The committee next meets Wednesday, October 4, 2017 at 5:30 p.m. at City Hall.
b. Land Use Committee Alderman Dohm, Chair
Land Use Committee has not met since its last meeting. The Committee next meets Wednesday, October 4, 2017 at 6:30 p.m. at City Hall.
c. Public Safety Committee Alderman Reagan, Chair
Meeting was canceled for lack of a quorum, the committee next meets Wednesday, October 18, 2017 at 6:30 p.m.
d. Transportation Committee Alderman Silver, Chair
Chair Silver reported the committee toured the sidewalks of the petitions that were turned in for 2018 sidewalk projects. Henry continues to work on the Streets before the weather sets in and tomorrow final sealcoating, striping, and sweeping will be complete on Sterling. The committee next meets Wednesday, October 18, 2017 at 5:30 p.m. at City Hall.

a. Motion to approve payment of engineer's payment estimate to Hein Construction Co., Inc. in the amount of $149,940.33 was made by Alderperson Siewert. Alderperson Barnes seconded the motion. Discussion: No discussion.

Discussion: Alderperson Martindale asked about the mileage expenses listed on page 3 if it was a flat rate per day, Mayor Dillon and City Administrator Krider confirmed that a flat rate was acceptable. Alderperson Siewert noted that one vehicle took a flat rate and the other two counted mileage.

Discussion: Alderperson Siewert asked for clarification on the precast concrete fixture that was substituted as a safety concern. Alderperson Barnes confirmed that Engineer Hermann reduced her rates for design as once they dug the hole it wasn't going to work. f. Motion to approve payment of Invoice #11740701 to RA Cullinan and Son in the amount of $112,356.37 for sealcoating (Line Item 01-41-860) was made by Alderperson Silver. Alderperson Barnes seconded the motion.

g. Motion to approve Ordinance 2017-22. An Ordinance Prohibiting the Sale, Possession and/or Use of Cannabis and Prohibit the Sale, Possession and Use of Drug Paraphernalia by Alderperson Silver. Alderperson Reagan seconded the motion. Discussion: City Attorney Connor reported a meeting with the Sheriff's Department that crossreferenced state statutes and made some design changes to the ticket form for the convenience of the officers. Alderperson Reagan outlined the purpose of the ordinance, Mayor Dillon reported that the ordinance was setup for when county officers write a ticket, the City of West Peoria gets a percentage. Alderperson Dohm asked for clarification that if the state makes changes to their statutes, the state Supersedes our ordinance. City Attorney Connor replied that it may, it would be treated similar to the way that golf carts are considered local order. City Administrator Krider stated that any revenue received would go straight to additional police enforcement.

h. For Discussion Only - Mayor Dillon noted that he met with Tazewell County and showed them what was
needed to be done on the Phase Il project and quote came in -- smaller portion with additional cost of $29,000 to mill, shape, compact and installation of blacktop. There was a similar problem in Phase land this estimate was sought to fix the same problem in Phase II.

Alderperson Meismer made a motion to adjourn the meeting at 7:33 p.m. Alderperson Barnes seconded the motion. Motion carried unanimously by voice.
