Peoria Standard

City of West Peoria Transportation Committee met September 20.

Here is the minutes provided by the Committee:

1. Call to Order

Chair Silver called the meeting to order at 5:32 p.m.

2. Roll Call

Members present were Chair Silver, Alderperson Barnes and Alderperson Thomas. Also present were Mayor Dillon, Street Department Manager Strube, Sidewalk Petitioner Bryan Barnes and Clerk Silver.

3. Additions to/or Deletions from the Agenda

No additions to or deletions from the agenda were offered.

4. Approval of Minutes - August 16, 2017

Chairman Silver made a motion to approve the minutes of August 16, 2017 meeting. Alderperson Thomas Seconded the motion. Motion carried.

5. Sidewalk petition review

a. Sidewalk West Side of Sterling Avenue between Rohmann Ave and Heading Ave

Alderperson Barnes made a motion, seconded by Alderperson Thomas to temporarily adjourn to travel to view the sidewalk as petitioned. Motion carried.

Alderperson Barnes made a motion, seconded by Alderperson Thomas to reconvene the meeting. Motion carried.

Roll Call

Members present were Chair Silver, Alderperson Barnes and Alderperson Thomas. Also present were Sidewalk Petitioner Bryan Patterson, Mayor Dillon, Street Manager Strube, and Clerk Silver. Those present reviewed and assessed the sidewalk area covered by the petition.

b. Sidewalk on North Fairway Drive & 2403 W. Manor

At 6:08 p.m. Chair Silver made a motion, seconded by Alderperson Barnes to temporarily adjourn to travel to the sidewalk as petitioned. Motion carried

At 6:10 p.m. Alderperson Barnes made a motion, seconded by Chair Silver to reconvene the meeting. Motion carried.

Roll Call

Members present were Chair Silver, Alderperson Barnes, and Alderperson Thomas. Also present were Sidewalk Petitioner Bryan Patterson, Mayor Dillon, Street Manager Strube, and Clerk Silver. Those present reviewed and assessed the sidewalk area covered by the petitions.

c. At 6:19 p.m. Chair Silver made a motion, seconded by Alderperson Barnes to temporarily adjourn the meeting to travel to 2506 W. Rohmann Avenue. Motion carried.

6. At 6:28 p.m. Chair Silver made a motion to reconvene at 2506 W. Rohmann Avenue, West Peoria. The motion was seconded by Alderperson Barnes. Motion carried.

7. Roll Call upon return

Members present were Chair Silver, Alderperson Barnes, and Alderperson Thomas. Also present were Mayor Dillon, Street Manager Strube, Sidewalk Petitioner Bryan Patterson, and Clerk Silver. As far as sidewalks, need to validate count. Some discussion needed at next Transportation Committee meeting.

8. Review of Financial Report

No financial reports are currently available. City Administrator Krider continues to await documents from the City's auditor before month end can be completed.

9. Reports

a. City Engineer's Report

Due to the sidewalk petition review, City Engineer Hermann provided a written report. Callender to Waverly done and looks great. To start Phase 2. Lengthy discussion regarding the Ayres outfall. Reviewed the goals.

b. Street Department Manager's Report

Working on street repairs before winter weather sets in; finishing sealcoating and final striping on Sterling; sealcoating on Waverly next year if funds available.

10. Public Comment

Bryan Patterson thanked the committee for allowing him to join in the sidewalk tours. He is anxious to see how things come out.

11. Old Business

No old business was discussed.

12. New Business - Review and Recommendations for City Council

a. The Committee was presented with and reviewed the Sign Log. All signs are documented by Street Dept.

b. Motion to approve and recommend to council payment of engineer's payment estimate to Hein Construction Co., Inc. in the amount of $149,940.33 (Line item 01-41-532) was made by Alderperson Thomas. Alderperson Barnes seconded the motion. Motion carried.

C. Motion to approve and recommend to council payment of Invoice #2358 to Hermann & Associates, LLC in the amount of $352.99 for engineering (Line item 01-41-532) was made by Alderperson Barnes. Alderperson Thomas seconded the motion. Motion carried.

d. Motion to approve and recommend to Council payment of Invoice #2355 to Hermann & Associates, LLC in the amount of $17,135.37 for Callender Avenue Construction Segment #1 (Line Item 15-00-532) was made by Alderperson Thomas. Alderperson Barnes seconded the motion. Motion carried.

e. Motion to approve and recommend to council payment of Invoice #2356 to Hermann & Associates, LLC in the amount of $1,856.87 for Callender Avenue Construction Segment #2 (Line item 15-00-532) was made by Alderperson Thomas. Alderperson Barnes seconded the motion. Motion carried.

f. Motion to approve and recommend to Council payment of Invoice #2357 to Hermann & Associates, LLC in the amount of $1,777.31 for Callender/Waverly SS Project (Line Item 15-00-532) was made by Alderperson Thomas. Alderperson Barnes seconded the motion. Motion carried.

13. Public Comment

No public comment was offered.

14. Adjournment

Alderperson Barnes made a motion to adjourn the meeting at 6:59 p.m. Alderperson Thomas seconded the motion. Motion carried unanimously by voice.
