Marquette Heights City Council met Oct. 9.

PLEDGE
The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.
CALL TO ORDER
The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.
ROLL CALL
The following Aldermen were present for Roll Call: Alderman Neuhaus, Little, Bradford, Neumann, Sanders, and Conlin.
Also present were Clerk Worent, Treasurer Babb, Public Works Director Ghidina, Interim Police Chief Hall, Fire Chief Fortier, Attorney Tibbs, and Deputy Clerk Ratliff.
PRESENTATION OF JOURNAL OF PROCEEDINGS
Alderman Bradford made a motion, seconded by Alderman Neumann to approve the regular minutes of September 25, 2017. Roll Call Vote: Ayes- Alderman Bradford, Neumann, Sanders, Conlin, Neuhaus, and Little. Nays- None. Motion passed.
PRESENTATION OF JOURNAL OF PROCEEDINGS
Alderman Little made a motion, seconded by Alderman Neuhaus to approve the executive minutes of September 25, 2017. Roll Call Vote: Ayes- Alderman Little, Neuhaus, Neumann, Sanders, Conlin, and Bradford. Nays- None. Motion passed.
REPORTS OF CITY OFFICIALS
Mayor
Mayor Crum thanked the Police and Fire Departments for their response to the fire on Rogers Road this weekend.
Due to the city’s financial status, Mayor Crum asked all departments to curtail spending as much as possible. A finance committee meeting will be held in the near future.
Clerk
No report from Clerk Worent.
Treasurer
No report from Treasurer Babb.
Attorney
No report from Attorney Tibbs.
Communications
None.
CITIZENS WISHING TO ADDRESS THE COUNCIL
Resident Colene Lickiss inquired as to why we have no ordinance requiring residents to have a designated garbage service. She asked how many times per year a resident can hold a garage sale. She asked about using kitty litter in yards as mole prevention. Mayor Crum told her it would be discussed in committee and she would be informed.
Melanie Olomon, 208 Grant Road spoke about a dangerous tree that was taken down and pushed into her property by our public works department. She was not informed this was being done. Our public works director stated he was contacted to look at a dangerous tree leaning towards the road. He made the decision to take it down. No one was home at the time. An apology was given to Melanie for not contacting her after this was done. Public works will go finish the cleanup.

September report is on file at the city office. Police and fire departments were thanked for their response to the fire Sunday.
Streets – Alderman Sanders

Pubilc Buildings / Parks
No report from Alderman Conlin.
Fire – Alderman Little
Public Works, Fire Dept., and Police Dept. were again thanked for their response at the fire on Sunday.
Parts for Engine 312 are in.
Fire prevention visits will be made at both Marquette and Rogers Schools on Friday, Oct. 13th. Washington Fire Dept. will need proof of insurance for use of their fire house.
Operations report is on file.
Planning – Alderman Neuhaus
The October planning meeting will be rescheduled.
OLD BUSINESS

NEW BUSINESS
Approve Animal Control agreement
Alderman Neumann made a motion, seconded by Alderman Bradford to approve the annual Tazewell County Intergovernmental Agreement for Animal & Rabies Control for 2018. Roll Call Vote: Ayes- Alderman Neumann, Bradford, Conlin, Sanders, Little, and Neuhaus. Nays- None. Motion passed.
Approve payment to Maurer Stutz
Alderman Bradford made a motion, seconded by Alderman Little to approve $1,440.00 payment to Maurer Stutz Engineering for evaluation of sanitary sewer options at north end of St. Clair. Roll Call Vote: Ayes- Alderman Bradford, Little, Neuhaus, Neumann, Conlin, and Sanders. Nays- None. Motion passed.
FINANCE – ALDERMAN NEUHAUS
Alderman Neuhaus made a motion, seconded by Alderman Bradford to approve paying bills: General Fund: $43,551.12, Water: $10,012.34, Sewer: $16,041.73, IMRF: $2,125.50, Social Security: $2,140.24, Motor Fuel: $0.00, Wheel Tax: $467.42. Roll Call Vote: Ayes – Alderman Neuhaus, Bradford, Neumann, Conlin, Sanders, and Little. Nays – None. Motion passed.
CITIZENS WISHING TO ADDRESS THE COUNCIL
Mrs. Lickiss spoke about putting a memorial in her memory, per her children’s request.
ANY OTHER BUSINESS PERTAINING TO THE CITY
Alderman Neumann made a motion at 7:42 p.m. to enter executive session, seconded by Alderman Little. Voice Vote: All Ayes. Motion passed.
Council exited regular session and entered into executive session at 7:42 p.m. Council resumed regular session at 8:26 p.m.
Insurance Committee Meeting will be October 12th at 6:30 p.m. in council chambers.
Finance Meeting will be October 16th at 6:30 p.m. in council chambers. Insurance meeting will immediately follow the finance meeting
