Call to Order:

Chairman Baietto called the meeting to order at 1:03 pm.

Approval of Minutes:

A motion to approve the minutes of September 25, 2017 was made by Mr. Elsasser and seconded by Mr. Salzer. The motion carried.

• Emergency Management Agency Update

• Sustainability and Resource Conservation Office

Resolutions:

• Approval and Appropriation of Family Violence Coordinating Council Grant Funds

A motion to approve was made by Mr. Salzer and seconded by Ms. Pastucha. The motion carried.

• Emergency Telephone System Board (ETSB) Motorola StarCom21 Agreement and Financing

A motion to approve was made by Mr. Elsasser and seconded by Mr. Salzer. Mr. Tuttle advised that the agreement is an opportunity for enhancement of the present radio system, in cooperation with Motorola. He stated that the 20-year agreement allows the radio system to be upgraded, not only with additional sites but with additional capacity. He noted that there will be no changes necessary for the users, and added that the project is fully funded through the ETSB’s budget. He stated that the project will allow future capability to add users such as the City of Peoria Public Works and PCAPS, enabling savings in user fees, and increases interoperability with the Illinois State Police and other state and federal organizations.

Mr. Tuttle stated that the 20-year package has the potential to save, at minimum, $5 million of the cost to continue maintenance with the ETSB’s present company.

Mr. Sprague provided a brief overview on system continuity, maintenance and upgrades.

The motion to approve carried.

Miscellaneous:

Mr. Evans introduced Alex Kurth, newly hired Assistant State’s Attorney in the Civil Division.

The meeting was adjourned by Chairman Baietto at 1:20 p.m.
