City of El Paso City Council met Dec. 4.

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on December 4, 2017 at 7:30 PM.
Council Members Present: Burton, Steffen, Kearney, Rigsby, Brucker at 7:33 P.M. and Kilpatrick. Absent: None.
Also present: Director of Public Services Jack Hickok, Attorney Stoller, Lt. Clark, Interim Chief Duncan, Officer Troyer, Treasurer Linda Haas, Sandee Kessinger and Kim Kearney as the local preSS.
Pledge of allegiance to the flag was recited.
Approval of Agenda: Motion by Steffen, seconded by Burton to approve agenda as presented. Voice vote taken of all ayes.
Consent Agenda.
Council Minutes: The minutes of the November 20, 2017 City Council Meeting were presented in written form.
Approval of Consent Agenda: Motion by Burton, seconded by Rigsby to approve items on consent agenda as presented. Voice Vote taken of all ayes.

Ordinance 1005: Motion by Burton, seconded by Kearney to pass proposed Ordinance 1005, An Ordinance to levy real estate taxes of $398,100 for 2017-2018 Fiscal Year. Roll call vote taken of all ayes.
Greater Peoria EDC: Motion by Kearney, seconded by Steffen to approve agreement with Greater Peoria EDC. Voice vote taken of all ayes.
Invoice Cloud: Motion by Steffen, seconded by Kilpatrick to approve an Agreement with Invoice Cloud Company including current ACH customers. Roll call vote taken of all ayes.
2018 Meeting Schedule: Motion by Kearney, seconded by Brucker to amended the second meeting in April to April 30, 2018 and approve Amended Regular Meeting Schedule. Voice vote taken of all ayes.
Director of Public Service: Jack reported the last leaf pickup by vacuum was last week, but the will continue to pick up bagged leafs. He reported on Casey's Process with his liquid salt treatment process and equipment. Health Insurance will continue with BC/BS with about a 30% increase.
Mayor's Report: The Mayor reported that Scott Wolford was hired for Public Works Department. He reported that the Police Department assisted at the Community Well Food Pantry last Saturday. On last Saturday the Annual Christmas Walk and the Illinois Bicentennial flag ceremony was held. Being planned are a meeting with landlords in 2018 goals and working with Peoria Area EDC on several projects.
City Council Comments: None.
Staff Reports:
Police: Reported that the Macon County Facility is to open soon and they will be doing at least PTI training for part time officers.
Clerk's Report: Clerk reported Medicom will be raising some rates January 1st. A handout was presented of various water issues and procedures being used.
City Attorney: Attorney Stoller spoke that action will be needed on Kaufman park issue, hopefully prior to the end of this calendar year.
