City of Lewistown City Council met November 14.

The Lewistown City Council met in regular session in the council chambers. Mayor Elmer Littlefield called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
Roll Call:
Present: Aldermen Clark, Weese, Hough, Burget, Spotloe and Mayor Elmer Littlefield. Also present: Wendy Martin from the Fulton Democrat, Larry Eskridge from Canton Daily Ledger, City Administrator Amanda Woodruff, City Clerk Cindy Goddard, Chief of Police John Werland, Public Works Director Gary Shawgo, City Attorney Nathan Collins, and Kim Pascal
Absent: Alderman Kelley
Declaration Of Quorum by Mayor Elmer Littlefield
Clerks Report/Minutes: Cindy Goddard. Alderman Hough made a motion to approve the minutes of October 24, 2017, second by Alderman Clark roll call vote, the motion carried all ayes.
Treasurer’s Report: Debbie Brown. Absent. Aldermen have treasurer’s report. Alderman Clark made a motion to approve the treasurer’s report, second by Alderman Weese roll call vote, the motion carried all ayes.
Bills: Alderman Burget made a motion to approve all bills properly endorsed; Seconded by Alderman Clark roll call vote, the motion carried with all ayes.
Public Comments And Petitions: None
Attorney’s Report: Attorney Nathan Collins. Nothing at this time.
Engineer’s Report: Keith Plavec. No Engineer present.
Committee Reports:
Finance – Alderman Clark: Nothing to report.
Sewer – Alderman Burget: Nothing to report.
Street & Alley – Alderman Hough: Research has been done no cinders can be used on the streets per EPA they can go into the sewer. Calcium chloride will be used on the streets instead. The three ton truck sold, Mike Stahl will lease his truck out for $50.00 an hour if need for a big snow removal, and he only wants Richard Hough to drive the truck and he wants $18.00 an hour to do that.
Police/ESDA – Alderman Spotloe: Alderman Spotloe has nothing to report on EDSA. Police Chief Werland said that Cody Johnson’s last day is Friday; he has been hired on at Canton, only two full time officers at this time. The new recruit training academy is not until September 2018. Chief Werland has been checking on house numbers most are not visible, the ordinance says they are suppose to have them visible on the houses. Maybe a community project for the boy scouts to sell the numbers to the residence.
Water – Alderman Weese: Nothing to report.
Utilities/Publications – Alderman Kelley: Absent.
Buildings and Grounds – Alderman Kelley: Absent. Alderman Clark feels the roof is really bad and carpet needs to be removed up stairs. It will be sad if the hard wood floors get ruined up there. The city has received two bids already; it will be placed on the next agenda.
Tourism – Mayor Littlefield: Free Thanksgiving dinner again this year, Jason Herrick is organizing it with the help of members of the Nazarene Church. The Christmas Parade is December 2, 2018. The community center is now open along with senior center, day care, and teen area. Work out equipment was donated by Team Green Fitness Center.
Old Business:
A. Discuss/Approve Franchise Agreement for Mid Century Fiber – Table at this time.
B. Discuss/Approve Sidewalk Ordinance – Table at this time.
C. Discuss/Approve Ordinance related to Sale of Properties – The City will accept sealed bids first, and then open during council meeting. Attorney Collins stated that the lot behind 2 Cousins that is being sold is actually 2 lots, should combine because of lack of access. Alderman Spotloe wondered if it would create an issue with lack of parking for the city employees and the courthouse visitors. Discussion and agreed sell as one lot. There is no Reserve on any of the properties.
D. Discuss/Approve Ordinance and TIF Agreement for Archdale – Big Horse Lodge located at 805 South Main Street, Alderman Burget made a motion to approve the Ordinance and TIF Agreement for Big Horse Lodge (Archdale) for $15,000 a year for 5 years for a total of $75,000.00, second by Alderman Spotloe, roll call vote motion carried all ayes.
New Business:
A. Discuss Vehicle/Equipment Replacement – Ton Trucks, Tractors, Squad Cars – The city needs a new mowing tractor, and secondly a 1 ton truck, versus a 3 ton truck, mayor stated need to have a fund to purchase these vehicles. Have $9,000.00 to go towards a tractor. A lease option was discussed. Discussed where money can be pulled from or transferred from to pay for these, plus estimates need to be given to councilman to look at. There is a Vehicle replacement budget program. Table at this time, have proposals at next meeting.
B. Closed Session – Approve October 24, 2017 closed session minutes, Litigation. –
No need for closed session.
