City of Lewistown City Council met Nov. 28.

Here is the minutes provided by the Council:

The Lewistown City Council met in regular session in the council chambers. Mayor Elmer Littlefield called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.

ROLL CALL:

PRESENT: Aldermen Clark, Weese, Hough, Burget, Spotloe and Mayor Elmer Littlefield. Also present: Larry Eskridge from Canton Daily Ledger, City Administrator Amanda Woodruff, City Clerk Cindy Goddard, Public Works Director Gary Shawgo, City Attorney Nathan Collins, also Janie Bloyd and Kim Pascal ABSENT: Alderman Kelley

DECLARATION OF QUORUM by Mayor Elmer Littlefield

CLERKS REPORT/MINUTES: Cindy Goddard. Alderman Hough made a motion to approve the minutes of November 14, 2017, second by Alderman Burget roll call vote, the motion carried all ayes.

TREASURER’S REPORT: Debbie Brown absent, no treasurer’s report.

BILLS: Alderman Burget made a motion to approve all bills properly endorsed; Seconded by Alderman Clark roll call vote, the motion carried with all ayes.

PUBLIC COMMENTS AND PETITIONS:

Janie Bloyd is President of American Legion Auxiliary. For Christmas 2017 a Christmas tree from chamber of commerce is to be decorated by them. Sally Clark said that the birds don’t have much to eat, they will decorate the tree with bird food, and they will be trying to make some bird seed cookies. The Auxiliary Women want to purchase 5 to 10 solar lights; they want permission to put them in Porter Park for the month of December. Everyone agreed it would be alright. Mayor thanked her for helping make the city more festive.

ATTORNEY’S REPORT: Attorney Nathan Collins. Nothing at this time.

ENGINEER’S REPORT: Keith Plavec. No Engineer present.

COMMITTEE REPORTS:

Finance – Alderman Clark: Nothing to report.

Sewer – Alderman Burget: Nothing to report.

Street & Alley – Alderman Hough: Mike Stahl is not going to lease his truck out this year. Alderman Hough wants to know if there is an ordinance regarding homeowners planting trees between sidewalk and curb (this would be city property). Present trees will be left alone unless the homeowner wants it cut down. Maybe create an ordinance prohibiting this matter because the roots of the tree destroy the sidewalk.

Police/ESDA – Alderman Spotloe: Nothing to report.

Water – Alderman Weese: Nothing to report.

Utilities/Publications – Alderman Kelley: Absent.

Buildings and Grounds – Alderman Kelley: Absent

Tourism – Mayor Littlefield: Christmas parade on December 2 at dusk. Santa will be at the Visitors Center before the parade, and then at the church after the parade. Jason Herrick said the Thanksgiving dinner went very well. Their may be a free Christmas dinner this year also.

OLD BUSINESS:

A. Discuss/Approve Franchise Agreement for Mid Century Fiber – At this time in negotiation with the contract, not even close to having a closed deal. Attorney Collins said the contractors tried to start yesterday they were told to stop. Really not on list till March for work to be done. Mayor wants clarity in the contract before any work is started. B. Discuss/Approve Sidewalk Ordinance – Attorney still working on. Table at this time. Alderman Burget questions the replacement program allowing someone with money to be able to be bumped up the list to get their sidewalk done first. There will be regulations and specifics in the ordinance and all sidewalk work will have to be OK’d by Gary Shawgo Public Works Director if done by outside contractor. C. Discuss Vehicle/Equipment Replacement – Ton Trucks, Tractors, Squad Cars – Question is how to fund the replacements of vehicles. Amanda has not had time to make an excel sheet with figures. Table at this time.

NEW BUSINESS:

A. Discuss/Approve Roof Quote – Two roof quotes, one from Holthaus and one from Messing Construction Co. proposals include gutters, Holthaus has include Alternate plans 1,2,3. City employees can place the insulation in roof. The budget has money for roof project, also can take some out of TIF. Will wait till spring to fix the roof. Holthaus proposal is larger but has a better warranty.

Alderman Burget made a motion to approve the Holthaus Companies Inc. Roofing Contractors to repair the roof on the City Building, second by Alderman Clark, roll call vote, motion carried all ayes. B. Vote to allow Christmas Trees in Porter Park from December 1 to January 1. Motion by Alderman Burget, second by Alderman Spotloe to allow Christmas Trees in Porter Park from December 1 to January 1, roll call vote, and motion carried all ayes. C. Vote to Cancel the December 26th Council Meeting – Alderman Burget made a motion to cancel the December 26, 2017 city council meeting, second by Alderman Clark, roll call vote, motion carried all ayes. D. Closed Session – Approve October 24, 2017 Closed Session Minutes. - No closed session.

ADJOURNMENT: Alderman Spotloe made a motion to adjourn at 7:34 p.m.; Seconded by Alderman Burget motion carried all ayes.
