City of Lacon City Council met Oct. 16.

Acting Mayor John Wabel opened the meeting with the pledge of allegiance. Answering roll call were Aldermen: Jason; Hattan; Modro; Wabel & Hoskins. City Clerk Anderle and Treasurer Davis were also present. Alderman Strawn was absent.

Approval of Minutes Alderman Jason moved to approve the September 11, 2017 Regular City Council minutes. Alderman Hattan seconded. Roll call: 5 ayes.
Alderman Hattan moved to approve the March 13, 2017 Executive Session City Council minutes for Property Purchase/Lease. Alderman Modro seconded. Roll call: 5 ayes.
Alderman Hattan moved to not release the March 13, 2017 minutes for Property Purchase/Lease. Alderman Modro seconded. Roll call: 5 ayes.
Pay Monthly Bills Alderman Hoskins moved to authorize payment of bills as presented. Alderman Jason seconded. Roll call: 5 ayes.
New Business Alderman Jason made a motion to approve the IDOT Street Closure Resolution for Lacon Chamber Santa Parade on December 9th at 5:00 p.m. to close Route 17 from Route 26 to Main Street. Alderman Hoskins seconded. Roll call: 5 ayes.
Austin Taylor from North Central Illinois Council of Governments addressed the council with a grant from IDOT called Illinois Transportation Enhancement Program. The city of Lacon applied for this grant in 2012 but was denied. At that time the grant was for streetscape and lighting. This grant is an 80% federally and 20% locally for most projects except lighting and land acquisition is 50% federally funded. Engineer Mike Richetta stated he prepared the engineering for the 2012 streetscape and lighting grant with a project cost of $1 million. Alderman Hattan stated in 2014 IDOT did an ADA Handicap study for Route 17 & Route 26 and wondered if we should wait for IDOT to do those handicap upgrades. Richetta stated IDOT has a safety fund they use for those projects with IDOT funding 100%. Alderman Hattan suggests doing lighting only. Richetta stated the lighting project for the 2012 grant totaled $441,000. Hattan asked Richetta what additional engineering work would be needed to prepare grant for lighting only. Richetta stated he would have probably a couple of days of engineering. Austin stated the grant deadline is December 1, 2017. Hattan stated if we decide to move forward with this grant we could use TIF funds. Richetta showed the council the lighting that was picked out from the previous grant. Richetta suggest boring the electric for the lights.
Alderman Jason made a motion to authorizing Chamlin Engineering to update the estimate for the ITEP Street lighting. Alderman Wabel seconded. Roll call: 5 ayes.
Alderman Modro made a motion to approve spending $700 for the city Halloween party at the Lacon Area Community Center from 5:30-8:00 p.m. Alderman Jason seconded. Roll call: 5 ayes.
Alderman Hoskins made a motion to approve Halloween trick-or-treating hours for Tuesday, October 31st from 5:30-8:00 p.m. Alderman Jason seconded. Roll call: 5 ayes.
Alderman Hattan made a motion to approve Ordinance 2017-20 Authorizing a TIF I Redevelopment Agreement with First National Bank of Lacon for up to $20,000 for demolition of 323 and 325 Fifth Street property with the agreement expiring December 11, 2017. Alderman Jason seconded. Roll call: 5 ayes.
Alderman Reports Alderman Hattan reported motors for rotors at the treatment plant have been repaired. Engineer Richetta reported the High Street Water Project will be subcontracted to G.A. Rich to bore 800 LF for 12 service lines with street repair in the spring.
Acting Mayor Wabel reported the burn ban imposed by the Lacon-Sparland Fire Chief has been lifted. Wabel will also be attending the Heart of Illinois Mayor’s Association meeting with Ron Schoof on October 18, 2017.
