City of Marquette Heights Council met Dec. 11.

Pledge

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

Call To Order

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

Roll Call

The following Aldermen were present for Roll Call: Alderman Little, Worent, Bradford, Neuhaus, Neumann, and Conlin.

Also present were Clerk Steele, Treasurer Babb, Public Works Director Ghidina, Interim Police Chief Hall, Assistant Fire Chief Aschenbrenner, Attorney Tibbs, and Office Manager Minson.

Presentation Of Journal Of Proceedings

Alderman Neumann made a motion, seconded by Alderman Bradford to approve the regular minutes of November 27, 2017. Roll Call Vote: Ayes- Alderman Neumann, Bradford, Little, Worent, Neuhaus, and Conlin. Nays- None. Motion passed.

Alderman Little made a motion, seconded by Alderman Bradford to approve the executive minutes of November 27, 2017. Roll Call Vote: Ayes- Alderman Little, Bradford, Neumann, Conlin, Neuhaus, and Worent. Nays- None. Motion passed.

Reports Of City Officials

Mayor

No report from Mayor Crum.

Clerk

Clerk Steele gave a reminder that the next council meeting will be Wednesday, December 27th.

Treasurer

No report from Treasurer Babb.

Per Office Manager Maria Minson: Mayor Pro Tem Bradford and Treasurer Babb attended a meeting on electrical aggregation in 2016 that Mayor Dearborn was unable to attend. Unaware of the “opt out” portion after the contract was signed, the city stopped receiving monthly revenues from Homefield Energy. While Office Manager Minson was out on medical, an early contract was extended last month that did not include language to have revenues reinstated to the city. Good Energy representative Gary Fogelman was contacted by Maria and he was able to get a revised version sent to Mayor Crum. It has been signed and sent back to Good Energy. We should again be receiving approximately $500 per month utility revenue. Mayor Crum thanked Maria for facilitating this change on behalf of the city.

Attorney

No report from Attorney Tibbs.

Communications

None.

Citizens Wishing To Address The Council

Local realtor Anthony Carlyle was introduced by Mayor Crum. He will be meeting with the planning committee on Monday, December 18th.

Reports Of Standing Committees:

Water and Sewer – Alderman Bradford

Pittsburg Tank will be inspecting the blue water tower tomorrow.

Law Enforcement – Alderman Neumann

The November report is on file at the city office.

Lt. Hall and Officer Merritt have completed communication classes.

We have a squad car in for repairs.

Streets – Alderman Sanders

Street sweeping has been completed.

Truck 316 has the salt spreader installed. We will be getting it tomorrow.

The outfall work at 102 Algonquin is moving along.

Pubilc Buildings / Parks

The Tree City application has been submitted. We are waiting for approval.

Fire – Alderman Little

The Food Basket/Toy Drive is progressing. Sorting food for the baskets will begin at 8:00 a.m. on Saturday, December 16th at the fire deck. Volunteers welcome. Men’s Club will be wrapping toys at 8:00 a.m. on Saturday, December 16th in city council chambers. Volunteers welcome there also. Basket and toy delivery with Santa will be Sunday, December 17th at 1:00 p.m.

Planning – Alderman Worent

Alderman Worent asked for an executive session tonight to discuss land.

New Business

Approve purchase of five pagers

Alderman Little made a motion, seconded by Alderman Neuhaus to approve payment to Radiotwoway.com for purchasing five pagers for sum not to exceed $1,690.00 for all. Roll Call Vote: Ayes- Alderman Little, Neuhaus, Bradford, Conlin, Worent, and Neumann. Nays- None. Motion passed.

Approve tire purchases from Tommy House

Alderman Little made a motion, seconded by Alderman Neumann to approve payment to Tommy House Tires to purchase six new tires, for a total sum not to exceed $2,577.14. Roll Call Vote: Ayes- Alderman Little, Neumann, Worent, Conlin, Neuhaus, and Bradford. Nays- None. Motion passed.

Approve Midwest Business Network payment

Alderman Bradford made a motion, seconded by Alderman Worent to approve a $2,100.00 payment to Midwest Business Network for tech support service (20 hour time pack) Admin: $1,890.00. Police: $210.00. Roll Call Vote: Ayes- Alderman Bradford, Worent, Conlin, Neuhaus, Little, and Neumann. Nays- None. Motion passed.

Approve ordinance amending Municipal Electric Utility Tax

Alderman Bradford made a motion, seconded by Alderman Worent to approve an ordinance amending Section 3-1-6B of city code to modify the Municipal Electric Utility Tax. Roll Call Vote: Ayes- Alderman Bradford, Worent, Neumann, Neuhaus, Conlin, and Little. Nays- None. Motion passed. Ordinance #871.

Finance – Alderman Worent

Alderman Worent made a motion, seconded by Alderman Little to approve paying bills: General Fund: $51,989.64, Water: $22,630.97, Sewer: $21,256.11, IMRF: $2,259.82, Social Security: $2,216.36, Wheel Tax: $-0-. Roll Call Vote: Ayes – Alderman Worent, Little, Conlin, Neuhaus, Neumann, and Bradford. Nays – None. Motion passed.

Citizens Wishing To Address The Council

None.

Any Other Business Pertaining To The City

Alderman Worent made a motion at 7:17 p.m. to enter executive session to discuss possible land sale and/or acquisition, seconded by Alderman Little. Voice Vote: All Ayes. Motion passed.

Council exited regular session and entered into executive session at 7:17 p.m.

Council resumed regular session at 7:30 p.m.

Officer Schwenk is moving forward with new employment possibility. We may be losing a full time officer, and having his comp time cashed in.

Attorney Tibbs was asked about the Illinois Municipal League stating we may have problems with the rental registration process of inspecting inside homes. Attorney Tibbs will have to verify, but he feels that the registration fee is appropriate, but all inspections are complaint driven, without home rule status.

Alderman Bradford made a motion, seconded by Alderman Worent to adjourn the regular City Council meeting at 7:42 p.m. Voice Vote: All Ayes. Motion passed.
