City of Marquette Heights Council met Nov. 27.

Pledge

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

Call To Order

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

Roll Call

The following Aldermen were present for Roll Call: Alderman Neumann, Conlin, Bradford, and Little. Alderman Neuhaus was absent.

Also present were Clerk Worent, Treasurer Babb, Public Works Director Ghidina, Interim Police Chief Hall, Assistant Fire Chief Aschenbrenner, Attorney Tibbs, and Office Manager Minson.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Bradford made a motion, seconded by Alderman Neumann to approve the regular minutes of November 13, 2017. Roll Call Vote: Ayes- Alderman Bradford, Neumann, Little, and Conlin. Nays- None. Motion passed.

Alderman Little made a motion, seconded by Alderman Neumann to approve the executive minutes of November 13, 2017. Roll Call Vote: Ayes- Alderman Little, Neumann, Conlin, and Bradford. Nays- None. Motion passed.

Reports Of City Officials

Mayor

No report from Mayor Crum.

Clerk

No report from Clerk Worent.

Treasurer

No report from Treasurer Babb.

Attorney

No report from Attorney Tibbs.

Communications

A “thank you” card from the “TAILS” Board for use of Independence Park for the Pet Fest and Liberty Hall for the vaccination clinic was read by Clerk Worent.

Reports Of Standing Committees:

Water and Sewer – Alderman Bradford

The electrical upgrade by Ameren at the wells has been completed.

Per Public Works Ghidina, the water/sewer fund paid $8,600.00 of the general fund portion of the IMLRMA payment (approved November 13th). This enabled the city to receive an early payment discount plus one percent savings to the city.

Law Enforcement – Alderman Neumann

Squad 13-2 has a major oil leak. It is at Velde.

$140.00 has been raised for “No Shave November”. This will continue through December. Proceeds will go to the Fire Department Christmas Basket drive.

Streets – Alderman Sanders

The street sweeper is still down. Ordered a new coil to replace a bad one. North Pekin has been helping to sweep streets.

The backhoe has cracked thermostat housing.

Pubilc Buildings / Parks

The restrooms in the parks are now closed.

Fire – Alderman Little

The Foreign Fire Tax check for $2,343.44 has been received.

There is a new applicant.

Department training for “Traffic Incident Management” was held with North Pekin, Creve Coeur Fire Department, and our Police Department.

The Food Basket/Toy Drive is underway. Information is posted online. Deadline to accept donations will be Friday, December 15th at 5:00 p.m. Delivery will be Sunday, December 17th.

Planning – Alderman Neuhaus

Absent. No report.

New Business

Approve Resolution for Sewer Use Fees

Alderman Bradford made a motion, seconded by Alderman Little to approve a resolution for Creve Coeur Sewer Use Fees for FY 2018-2019. Roll Call Vote: Ayes- Alderman Bradford, Little, Neumann, and Conlin. Nays- None. Motion passed. Resolution #535.

Approve Bi-Centennial resolution

Alderman Bradford made a motion, seconded by Alderman Little to approve a resolution in support of Illinois Bi-Centennial celebrations. Roll Call Vote: Ayes- Alderman Bradford, Little, Conlin, and Neumann. Nays- None. Motion passed. Resolution #536.

Approve Tax Levy

Alderman Bradford made a motion, seconded by Alderman Neumann to approve the Tax Levy for FY May 1, 2017 through April 30, 2018. Roll Call Vote: Ayes- Alderman Bradford, Neumann, Little, and Conlin. Nays- None. Motion passed. Ordinance #870.

Finance – Alderman Neuhaus

In Alderman Neuhaus’ absence, Alderman Little made a motion, seconded by Alderman Bradford to approve paying bills: General Fund: $57,654.77, Water: $10,522.65, Sewer: $4,091.13, IMRF: $2,262.30, Social Security: $2,354.26, Wheel Tax: $-0-. Roll Call Vote:

Ayes – Alderman Little, Bradford, Conlin, and Neumann. Nays – None. Motion passed.

Assistant Fire Chief Aschenbrenner left council meeting for a fire call at 7:15 p.m.

Citizens Wishing To Address The Council

None.

Any Other Business Pertaining To The City

Alderman Little made a motion at 7:20 p.m. to enter executive session to discuss personnel and possible litigation, seconded by Alderman Bradford. Voice Vote: All Ayes. Motion passed.

Council exited regular session and entered into executive session at 7:20 p.m.

Council resumed regular session at 8:03 p.m.

Approve City Clerk resignation

Alderman Bradford made a motion, seconded by Alderman Little to approve the resignation of Rick Worent as City Clerk. Roll Call Vote: Ayes – Alderman Bradford, Little, Conlin, and Neumann. Nays – None. Motion passed.

Approve Ward 3 Alderman appointment

Alderman Bradford made a motion, seconded by Alderman Neumann to approve appointment of Rick Worent as Alderman, Ward 3, until the 2019 General Election. Roll Call Vote: Ayes –Alderman Bradford, Neumann, Conlin, and Little. Nays – None. Motion passed.

Approve City Clerk appointment

Alderman Little made a motion, seconded by Alderman Neumann to approve appointment of Vikki Steele as City Clerk, until the 2019 General Election. Roll Call Vote: Ayes – Alderman Little, Neumann, Conlin, and Bradford.

Approve changes to Chairman Appointments

Alderman Bradford made a motion, seconded by Alderman Neumann to approve Chairman Appointment changes. Roll Call Vote: Ayes – Alderman Bradford, Neumann, Conlin, Little, and Worent. Nays – None. Motion passed.

Adjournment

Alderman Bradford made a motion, seconded by Alderman Neumann to adjourn the regular City Council meeting at 8:10 p.m. Voice Vote: All Ayes. Motion passed.
