Village of Peoria Heights Departmental met January 23.

The meeting was called to order at 6:00 pm.
Everyone stood for the Pledge to the Flag.
Upon roll call, the following Trustees were present: Dan Mariscal, Diane Mariscal, Reichert, and Carter. Trustee Harn arrived at 6:02 and Trustee Goett was absent. Others present include: Mayor Phelan, Administrator Fick, Chief Sutton, Director Smith, Clerk Gauf, Administrative Assistant Witbracht, and Council Tibbs.
The minutes from the Departmental meeting on January 2nd, 2017 were approved as written with a motion by Trustee Carter and 2nd by Trustee Dan Mariscal. The motion was passed with a voice vote.
Comments from the Audience: There were no comments from the audience.
Old Business: No old business was discussed.
New Business:
•Police: Chief Sutton mentioned that the Police Dept. will start using the Chillicothe Shooting Range for practice rather than the range at Peoria Park District as they could use it for free. Also, the board was in favor of purchasing another speed radar trailer for $4,400. They also discussed adopting a Landlord Registration Program to hold landlords responsible for their rental property.
•Public Works: Trustee Harn made a motion to approve Ordinance 2018 – 1540; An Ordinance Providing for the Vacation of Hunter Avenue in Gibson and Wilson’s Resurvey and Subdivision Located in the Village of Peoria Heights. Trustee Carter 2nd the motion which was approved with a 6-0 vote. (Trustee Harn, Dan Mariscal, Diane Mariscal, Reichert, Carter, and Mayor Phelan voted aye. Trustee Goett was absent). Director Smith talked about the need to purchase 2 new dump trucks in 2018. This would cause a two-year overlap of truck payments, but Director Smith said the old ones were at the end of their useful life. He also talked about the need to sealcoat Prospect Road as there overlaying was too expensive. The board agreed. Director Smith also gave an update on the Meter Change Out project and said they were nearing the end with 85 left to do. Director Smith also discussed using shipping containers for the Street Seat project and the board agreed to go ahead with one as a model. Director Smith gave an update of the progress on placing the Sculptures and mentioned 2 more would be erected the coming week. Director Smith also gave an update on the Water Tower Painting project. Low Level and Toledo are 100% completed but the Observation Tower will be done in the spring.
•Fire: Trustee Reichert had nothing to Report. Mayor Phelan mentioned he was present to pick up the $1,000.00 grant that the Fire Dept. received.
•Other: Trustee Diane Mariscal mentioned the Budget Worksheet was included in the board packet.
•Other: Trustee Goett was absent so there was no update on the Tower Park & Observation Tower Maintenance.
•Other: Trustee Dan Mariscal mentioned that the Hotel Market Analysis was attached to the board packet and that it supported a maximum 50-room hotel either by the Pabst Building or by Trefzger’s. Estimated revenue depended on the amount of hotel tax charges and room rates. He also proposed having an Electronic Recycling Day on Feb 17th. The board agreed. There was also a discussion of the bids for the demolition of 723 E Division, 5012 Best and 1105 E. Duryea which will be voted on in the next meeting. Trustee Dan Mariscal made a motion to approve the Event in Tower Park on Aug. 25 for the Barbershop Harmony Chorus. Trustee Harn 2nd the motion which was approved with a voice vote. Administrative Assistant Witbracht presented a proposal by HatHook Media to redesign the website. The board agreed to go ahead with the proposal. Sarah also presented the idea to the board of having a Tower Park Movie Night for 4 nights during the spring and summer. The board thought it was a good idea. Administrator Fick deferred the discussion of the Proposed Development Delivered Contract to another meeting.
Meeting was adjourned at 7:54 pm with a motion from Trustee Dan Mariscal and a second by Trustee Harn.
