City of West Peoria Public Safety Committee met December 20.

Here is the minutes provided by the Committee:

1. Chair Reagan called the meeting to order at 6:30 p.m.

2. Members present were Chair Reagan, Alderpersons Martindale and Thomas. Also present were Mayor Dillon, City Administrator Krider, Code Enforcement Officer Davis, Alderpersons Dohm and Siewert, and Deputy Clerk Barnes.

3. There were no Additions to/or Deletions from the Agenda

1. A motion to approve the Minutes of the November 15, 2017 meeting was made by Alderperson Thomas and seconded by Alderperson Martindale. Motion carried.

2. A motion to receive and file the Monthly Financial Report was made by Alderperson Martindale and seconded by Alderperson Thomas. Motion carried.

4. No Public Comment was given

5. Reports

a. Code Enforcement Officer's Report was given by Officer Davis.

i. Vacant Structures - no discussion, though sheet provided with addresses on it

ii. Nuisance Properties – three properties are listed on the sheet, but the third one needs to be taken off. It has been resolved for now.

iii. Parking Violations - an on-going problem for the city. Question: Car parked on corner of Cedar and M. L. K. Jr. Drive was tagged by Officer Meeks, but has not been towed. How long does it take? That corner is not in the city of West Peoria, but when we tag a car the owner has seven days to remove it.

b. City Administrator's Report - Nothing new to report at this time. Still working with the Code Enforcement team on how to enforce some of the ordinances we have in place. Also continuing to work on the Fire Protection Emergency Operations Plan. That will take longer.

6. Old Business

a. Sign Log - Amending Ordinance 1994-18 - this needs to stay on the agenda for future work. Need to note that parking on Edna Court needs up-dated signage. Also, Manor may need something more as well, too much speed being used on that stretch of road. Bluffcrest was also noted as having a tight circle for parking as well as Belle Vista.

b. Review of West Peoria Fire Protection Emergency Operations Plan - going to wait until the City Administrator has finished working on this first. Keep this on the agenda as well.

7. New Business

a. Review of Tree Ordinance - An Ordinance amending the City Code Replacing Cod Sections 4-8-1 to 4-8-4 and Adopting a New Chapter 8, Trees.

A discussion of the actual proposed Ordinance ensued. There was a question why we need something other than what we already have. Some residents were requesting changes to what is already in our Code Book. A motion to table the discussion until next month was made by Chair Reagan and seconded by Alderperson Martindale. Motion carried. It was suggested that the Alderpersons dissect the proposal to see just what is really involved and bring it back next meeting for further discussion.

8. Public Comment – Question: What will be the cost of all this? When it is in the final settings all that will be calculated. Comment: Please try to use case numbers provided by the Code Enforcement Officers instead of uses addresses. Once addresses are voiced they become record and are subject to F. O. I. A. (Freedom of Information Act) requests. This can be embarrassing to home owners.

3. A motion to Adjourn was made by Alderperson Thomas at 7:08 p.m. and seconded by Alderperson Martindale. Motion carried.

Next regular meeting of the Public Safety Committee is Wednesday, January 17, 2018 at 6:30 p.m.
