The City Council met in Regular Session in the Council Chambers. Mayor Brenda Stadsholt called the meeting to order at 7:00 p.m.; City Clerk Martha Balbinot called the roll and the following Alderpersons answered to their names: Randy Bell, James Stroh, Bob Cooper, Portia Brown, Becky Chaney, Andy French Charles Campbell and Ross McDowell. A quorum was present. Meeting was taped. City Attorney Blake Lindner was present.
The Pledge of Allegiance to the Flag was repeated by City Officials and Guests.

Finance Report:
Discussion: Mayor Brenda Stadsholt asked for any questions on the Finance Report.
Action Taken: There being none, a motion was made by Bell, seconded by Chaney, to approve the Finance Report. Motion passed by the following vote:
Voting Yes: Brown, Cooper, Bell, French, Campbell, Stroh, Chaney and McDowell
Voting-No: None
Consent Agenda:
Discussion: Mayor Brenda Stadsholt asked for any questions on the Consent Agenda.
Action Taken: There being none, a motion was made by Stroh, seconded by Bell, to approve the Consent Agenda. Motion passed by the following vote:

Mayor’s Report:
Discussion: Mayor Brenda Stadsholt reported the following:
1. The 2018 Standing Committee Annual luncheon will be held on Monday, January 15th, 2018 at the City Center Building from 11:00 a.m. – 1:00 p.m. The program will feature a presentation about the Downtown TIF Corridor Plan and a presentation by 353 Court LLC on the Downtown Revitalization Program.
2. STEM members consisting of seven Havana High School students will be working on projects for both Public Safety and Public Works.
3. There is a letter in your back-up packet introducing Paul Ferrero and the new Community Outreach Liaison for the office of the Illinois Attorney General.
4. The required Sexual Harassment Ordinance has been adopted by the City of Havana and submitted to the office of the Illinois Municipal League.
5. The annual St. Patrick’s Day Parade will be held in cooperation with the Havana High School Marching Band.
6. Happy Birthday to Havana citizen Lyle Huber. A Birthday party will be held at the Main Room at 2:00 p.m. on January 6th, 2018.
7. The monthly Downtown Revitalization Coffee will be held on January 16th, 2018 at the City Center Building at 8:00 a.m.
8. 353 Court LLC and The Mason County Democrat will be working on creating a single Calendar of Events for the community.

1. A grant was awarded to the Havana Fire Department for 25 smoke detectors to be installed by Fire Department members. When the initial 25 are installed they will receive 25 more.
2. The Annual Holiday Party for the Havana Volunteer Fire Department will be held on January 13th, 2018 at Grandpa’

Alderman Stroh made a motion, seconded by Chaney, to approve the request by Whitney Richardson to use the City Streets for a “Welcome Home” parade for Heather Miller who has been deployed for over nine months. When the parade is over a Certificate of Appreciation will be presented to Heather at the monuments on the Courthouse Lawn. The parade route is shown on the request form in the back-up packet.

Public Works Discussion:
Alderman French made a motion, seconded by Chaney, to approve the request by George Caton, Havana High School Band Director and Havana High School students to use the Havana City Streets on Saturday, March 17th, 2018 at 10:00 a.m. for the Annual Havana St. Pat’s Parade. Parade route is detailed on Event Request Form in your back-up packets.

Alderman French made a motion, seconded by Chaney, to allow the Havana National Bank to designate one of the parking spaces directly front of the bank as a Handicap Space.
