Village of Peoria Heights Board of Trustees met Feb. 20.

Here is the minutes provided by the Board:

1. The meeting was called to order by Mayor Phelan at 6:00 pm.

2. Everyone stood for the Pledge to the Flag.

3. Upon roll call, the following Trustees were present: Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter.

4. Minutes: Trustee Goett moved to approve the minutes of January 16, 2018 board meeting and the Special Meeting held January 11, 2018. Trustee Dan Mariscal seconded the motion and it was approved by a voice vote of all ayes.

5. Correspondence: Clerk Gauf had no correspondence

6. Announcements: There were no announcements.

7. Trustee Reports:

Economic and Community Development: Trustee Dan Mariscal had nothing to report. 

Police: Trustee Carter had nothing to report.

Buildings/Property Management: Trustee Goett had nothing to report.

Fire: Trustee Reichert had nothing to report.

Public Works: Trustee Harn announced that the street light on Lake and Prospect is scheduled to be repaired tomorrow and that Street Dept employee Zach Wilson obtained his Class C Water Operator’s License.

Administration/Personnel: Trustee Diane Mariscal had nothing to report. Mayor Phelan asked Director Smith for an update on flooding along the river.

8. Comments from the Audience: There were no comments from the audience.

9. Old Business: There was no old business to discuss.

10. New Business: Trustee Dan Mariscal made a motion to approve Ordinance 2018-1544; An Ordinance Approving the Redevelopment Plan and Projects for the Village of Peoria Heights Tax Increment Financing District 3. Trustee Goett 2nd the motion and it passed by a 6-0 vote. (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Dan Mariscal made a motion to approve Ordinance 2018 – 1545; An Ordinance Designating the Redevelopment Project Area for the Peoria Heights Tax Increment Financing District 3. Trustee Goett 2nd the motion and it passed by a 6-0 vote (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Dan Mariscal made a motion to approve Ordinance 2018 – 1546; An Ordinance Adopting Tax Increment Allocation Financing for the Peoria Heights Tax Increment Financing District 3. Trustee Goett 2nd the motion and it passed with a 6-0 vote. (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Dan Mariscal made a motion to approve Ordinance 2018 – 1547; An Ordinance Approving and Authorizing the Execution of a Redevelopment Agreement by and between The Village of Peoria Heights, Peoria County, Illinois and PH Samuel, LLC. Trustee Goett 2nd the motion and it passed with a 5-1 vote. (Trustee Harn, Goett, Diane Mariscal, Reichert, and Carter voted aye. Trustee Dan Mariscal voted nay). Trustee Carter made a motion to approve the Employment Contract for Police Chief Sutton. Trustee Goett 2nd the motion and it passed with a 6-0 vote. (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Carter made a motion to approve the purchase of a Speed Trailer in the amount of $7,368. Trustee Reichert 2nd the motion and it passed with a 6-0 voter. (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). Trustee Goett made a motion to approve the replacement of the rails on Tower Park’s elevator in the amount of $24,250. Trustee Harn 2nd the motion and it passed with a vote of 6-0. (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Carter voted aye). The board approved the request from Sullivan’s to close Prospect on St. Patrick’s Day. Chief Sutton and Director Smith will address traffic issues for the event.

11. Treasurer’s Report: Trustee Reichert made a motion to approve the Treasurer’s report. Trustee Dan Mariscal 2nd the motion which was approved by a vote of 6-0. (Trustee Harn, Goett, Dan Mariscal, Diane Mariscal, Reichert, and Trustee Carter all voted aye).

12. The meeting was adjourned at 6:35pm upon a motion from Trustee Goett and a second by Trustee Dan Mariscal.
