City of West Peoria Transportation Committee met Feb. 21.
Here is the minutes provided by the Committee:
1. Chair Silver called the meeting to order at 5:30 p.m.
2. Members present were: Chair Silver, Alderpersons Goranson and Thomas. Also present were City Administrator Krider, City Engineer Hermann, and Public Works Manager Strube, Alderperson Siewert.
3. There were no Additions to/or Deletions from the Agenda.
4. A Motion to approve the minutes of the January 17, 2018 meeting was made by Alderperson Goranson and seconded by Alderperson Thomas. Motion carried.
5. A Motion to receive and file the monthly Financial Report for December 2017 was made by Chair Silver and seconded by Alderperson Thomas. Motion carried.
6. Reports
a. City Engineer Hermann presented Engineer's Report for Wednesday, February 21, 2018 for review. A copy of which filed with these minutes. Callender/Waverly project: Administrator Krider received the final paperwork from IDOT (Illinois Department of Transportation) for the $31,970.98 which will be paid through Accounts Payable as the final payment was already approved by Council in November of 2017. A final report will come from Hermann & Associates to complete the project with IDOT. The Temple Hill Road project: On hold due to the weather. EPA - NPDES (Environmental Protection Agency - National Pollutant Discharge Elimination System) Permit/SWMP (Storm Water Management Program) Development (handout) - City Engineer reviewed the history of efforts to comply with EPA standards for clean water in our community. In 2017 a report / comprehensive plan was submitted to meet 6 control measures and establish goals along with an action plan. The Committee was asked to revisit the report over next couple months as to what's been done and what will continue to do, as a 2018 IEPA (Illinois Environmental Protection Agency) report will be due by end of May. Due to lack of funding the City will have to forego the Storm Sewer Mapping and look at it next year.
b. Public Works Manager Strube reported:
New Salt tried and saw some advantage, better for environment, used on hills Fairway Drive Sidewalk Project 7 contractors have picked up bid packets, deadline Friday, March 2nd Street Sweeper ready and prepped to go in for repairs, hopefully be good for another 10 years; eventually be a capital expenditure
7. Public Comment
A question was raised as to the depreciation on the Sweeper we have had since 1994. City Administrator Krider offered to check in the 2017 Financial Audit Report. In response to a question whether all the recent rainfall and potential flooding could put the City at any risk, City Engineer indicated the City is covered.
8. Old Business
a. Fairway Drive Sidewalk Project – Out for bids b. FY 2019 Budget Draft - Work in progress to be submitted for action in April
9. New Business - There was no new business for discussion
10. No Public Comment was offered.
11. A Motion to adjourn was made by Alderperson Goranson at 5:54 p.m. and seconded by Alderperson Thomas.
