City of West Peoria Public Safety Committee met Feb. 21.

Here is the minutes provided by the Committee:

1. Chair Reagan called the meeting to order at 6:30p.m.

2. Members present were Chair Reagan, Alderpersons Martindale and Thomas. Also present were City Administrator Krider, Code Enforcement Officer Davis, and Alderperson Siewert.

3. There were no Additions to/or Deletions from the Agenda.

4. Motion to approve the Minutes of the January 17, 2018 meeting was made by Alderperson Martindale and seconded by Alderperson Thomas. Motion carried.

5. Motion to receive and file the Monthly Financial Report from December 2017 was made by Alderperson Martindale and seconded by Alderperson Thomas. Motion carried.

6. No Public Comment was offered.

7. Reports

a. The Code Enforcement Report was made by Code Enforcement Officer Davis

i. Case Detail – presented for review

ii. Case Summary - presented for review

iii. Vacant Structures - handout presented; highlighted properties are 2018

Iv. Nuisance Properties – reviewed memo:

CE17-597 - Debris removed; roof still needs repaired

CE17-484 – structure is down; clean-up in process

CE17-210- outside complete

CE17-363 - turning over to City Attorney

CE15-100 - vacant, unoccupied extended period of time, opening in roof; obtain search warrant to determine possible demolition

CE16-157 - progress delayed due to weather

CE16-1136 - working with owner and Attorney

v. Parking Violation

Towing: Questioned white car parked on Waverly -- on list of cars needing to be towed turned in to Peoria County Deputy twice. City Administrator Krider offered Peoria County reviewing its procedures. If the vehicle is on the road, it can be towed. If on private property, Sheriff's office will not be able to tow anymore without a search warrant. City Administrator Krider will speak to Deputy Demery about the car in question.

b. City Administrator Krider reported

City Code Book: Been working continuously last four weeks with Dana from Bill Connor's office to codify our City Code Book to make sure all Ordinances inclusive and the Code Book is up-to-date. City Officials will receive a new complete Code Book in 2018. Disaster Plan: Still in process. Focus has been on updating Code Book. She will come back with Disaster Plan questions in near future.

8. Old Business

a. Sign updates:

Yield Sign at Ardmore and Avon - Tabled until such time that the Public Works Manager can review and make recommendation. No Parking Any Time on Edna Court - After a brief discussion, Alderperson Martindale made a motion, seconded by Alderperson Thomas to recommend the City Attorney prepare a Parking Ordinance for No Parking at Any Time on Edna Court at the end of the cul-de-sac.

FY 2019 Budget draft - Public Safety line item for the Police Protection will be the big difference this year. The City will no longer receive a grant for second officer. We will not be getting any financial assistance, so City will be paying 100% for police protection. Committee

will receive paper copy of the budget at the next meeting.

9. New Business

Missing signs: Alderperson Thomas asked for follow-up on two missing signs - Gentry and at Richmond. City Administrator Krider will follow up with the Public Works Manager.

10. No Public Comment was offered.

11. Motion to Adjourn was made by Alderperson Thomas at 6:54 p.m. and seconded by Alderperson

Martindale. Motion carried.
