City of Chillicothe Public Works Committee met March 21.

Here is the minutes provided by the Committee:

Present: Chairman Gould, Alderman Hughes, Alderman Sharp, Mayor White, Engineer Coulter Superintendent Sutherland, Office Manager Passage

Chairman Gould called the meeting to order.

High Usage Waiver Request:

Office Manager Passage presented a High Usage Waiver Request from Mark Milford, 1513 Fourth. She stated that the high usage was from 2/5/18 to 3/5/18. The amount to be considered to waive would be $67.10. Superintendent Sutherland investigated and reported that the leak did not go through the system. The consensus of the committee was to waive the $67.10.

Gail Street – Request:

Office Manager Passage stated that at the Council meeting on March 12, 2018 the City clerk read a letter from Patty Pierson, 435 Gail St., requesting that Gail street be changed from a through street to a Cul-de sac, at the time the viaduct improvements are made. A discussion ensued. Alderman Sharp stated that this street is in his ward and he recommended that if the people who live on the street want the city to consider a cul-de-sac, then we should investigate the possibility of changing the street. City Engineer Coulter stated that he would look at the plans and gather some information and report back to the committee.

911 Stanley – Sewer:

Office Manager Passage stated that Mr. Richards, the owner of 911 Stanley is in the audience and has provided the committee with some slides showing the sewer issue. Superintendent Sutherland stated that there was a sewer situation at 911 Stanley. The property owner had the sewer line cleaned and hired Schaefer and Son to dig up the area, as the issue was believed to be the owner’s problem. Once the area was excavated it was shown that the connection at the main had shifted. A discussion ensued regarding the sewer connection. Mr. Richards addressed the committee and explained that he incurred a cost of $1,000.00 that he believes the city should reimburse him for that expense. Superintendent Sutherland explained the cost the city would have incurred if the city would of excavated the area. After further discussion, the consensus of the committee was to reimburse Mr. Richards, $800.00. Chairman Gould will place the reimbursement request on the City Council agenda for approval at the March 26, council meeting.

Project Update:

City Engineer Coulter stated that he is working on the list of recommended street for the overlay program and will present to the committee soon. He stated that the Cold Patch quotes and the Gravel bids will be submitted on Monday, March 26, 2018, and brought to council.

Public Works Building:

Nothing to report

There being no further business the meeting adjourned at 5:02 p.m.
