West Peoria City Council met March 27.
Here is the minutes provided by the Council:
1. Mayor Dillon called the meeting to order at 7:00 p.m.
2. The Pledge of Allegiance was led by Mayor Dillon.
3. Roll Call: Members present were: Mayor Dillon, Alderpersons Dohm, Thomas, Meismer, Reagan, Goranson, Siewert, and Silver. Absent was Alderperson Martindale and City Treasurer Main. Also present were: City Administrator Krider, Videographer Reinhart, Officer Boyer, Residents Bob DeSutter and Sharon Kennedy, five Government Class members from Bradley University: Chelsea Tidwall, Emily Arreyer, Jamal Stevenson, and two others, (whose names I could not read) and Clerk Barnes.
4. There were no Additions to/or Deletions from the Agenda.
5. A Motion to Approve the Minutes of the March 13, 2018 meeting was made by Alderperson Dohm and seconded by Alderperson Thomas. Discussion: No discussion. Roll call votes: Ayes: Alderpersons: Dohm, Reagan, Thomas, Meismer, Goranson, Siewert and Silver - 7 Nays: - O Abstentions: - O Absent: Alderperson Martindale - 1 Motion carried.
6. In the absence of Treasurer Main, the February report was handed out by City Administrator Krider. A Motion to receive and file the report was made by Alderperson Meismer and seconded by Alderperson Siewert. Discussion: No discussion. Roll call votes: Ayes: Alderpersons: Meismer, Siewert, Dohm, Reagan, Thomas, Goranson and Silver - 7 Nays: - O Abstentions: - O Absent: Alderperson Martindale - 1 Motion carried.
7. Community Police Report, given by Officer Boyer, stated that things are relatively quiet at this time. There was a suspected vehicular arson on Callender, but hopefully the suspect won't be returning to the area.
8. Mayor Dillion welcomed the students from Bradley and invited them to ask any question they would have. The Honor Breakfast for Calvin Coolidge was March 22 and was well attended. Unfortunately, the referendum did not pass. The Mayor will be meeting with Waste Management soon. Government Day is April 20, 2018. City Clean-Up Day is April 28, 2018 and will again be held from 9 a.m.-3 p.m.
9. Public Comment included elaborating on what can or cannot be brought for Clean-Up Day. Lists will be placed in the Newsletter coming out soon. Help is always appreciated. Keith Morrell is the Chair for that this year. Boy Scout Troup #11 is again selling garbage bags: $17.00/100. If you would like to purchase them, contact Bob DeSutter.
10. Committee Reports
a. Finance Committee: Chair Meismer reported the Committee last met March 7, 2018 and next meets Wednesday, April 4, 2018 at 5 p.m. here at City Hall. b. Land Use Committee: Chair Dohm reported the Committee last met March 7, 2018 and next meets on Wednesday, April 4, 2018 at 6:30 here at City Hall. Public Safety Committee: Chair Reagan reported that the Committee last met March 21, 2018. The Committee spent considerable time on vacant structures and parking problems. They reviewed an Ordinance changing the sign on Edna Court which is coming to the Council soon. Another problem that needs to be addressed is that of vehicles that have been tagged not getting follow-up. There is a procedure for this, and it should be being observed. The police can be contacted as often as necessary. Question: What happened to the need for signs on Arthur? The signs are already in place. The Committee next meets on April 18, 2018 at 6:30 p.m. here at City Hall.
Transportation Committee: Chair Silver reported the Committee last met March 21, 2018. The Committee reviewed and approved the FY 2019 Budget Draft. City Engineer Hermann was not able to attend the meeting but sent her report which the Committee reviewed. Regarding the Environmental Protection Agency, the Committee continues to work on our Storm Water Management Plan. Alicia is waiting on some answers regarding testing and monitoring of water versus visual inspections from the EPA. Erosion Control Permit Form is developed, drafted, and being reviewed by the City Attorney. The next few Committee meetings will be spent reviewing our accomplishments of 2017 and identifying what we need to do in 2018 for our Erosion Control Permits. The Annual Plan is due by the end of May. Street Department Manager Strube reported that he's been checking on all the cities signage. At the end of February Henry attended the DIOSH (Downstate Illinois Occupational Safety and Health) Day at the Civic Center and took some great safety informational classes. Salt contracts have been renewed. The Committee next meets on April 18, 2018 at 5:30 p.m. here at City Hall.
11. New Business
a. A Motion to approve Ordinance 2018-13 adopting the West Peoria Zoning Map was made by Alderperson Dohm and seconded by Alderperson Siewert. Discussion: City Administrator Krider spent a lot of time and found several things that were not included before. Special Uses were added to the Map and whether it goes with the owner or with the property. Roll call votes: Ayes: Alderpersons: Dohm, Siewert, Thomas, Meismer, Reagan, Goranson and Silver - 7 Nays: - O Abstentions: - Absent: Alderperson Martindale - 1
Motion carried.
b. A Motion to approve Ordinance 2018-12, An Ordinance Amending the City Code Title 3, Traffic and Parking, Chapter 7, No Parking, Section 3-7-1, No Parking was made by Alderperson Dohm and seconded by Alderperson Reagan. Discussion: Background to this Ordinance was the difficulties encountered by snow plows, garbage collection or even emergency vehicles getting around Edna Court. Roll call votes: Ayes: Alderpersons: Dohm, Reagan, Thomas, Meismer, Goranson, Siewert and Silver -7 Nays: - 0 Abstentions: - O Absent: Alderperson Martindale - 1

12. Public Comment: Just a reminder that the City Council meeting on April 10, 2018 will begin at 6:30 p.m. to accommodate the 7:30 p.m. Annual meeting of the Township.
13. A Motion to Adjourn was moved by Alderperson Meismer at 7:14 p.m. and seconded by Alderperson Reagan. Motion carried unanimously by voice.
