City of East Peoria City Council met Feb. 6.
Here is the minutes provided by the Council:
Mayor Mingus called the Working Session of the City Council of East Peoria, Illinois to order at 5:01 P.M. with the meeting having been properly noticed.
Upon the roll being called the following answered present: Mayor Mingus, Commissioners Decker, Densberger, Jeffers, and Kahl.
Absent: None.Mayor Mingus explained that no final action would take place by the City Council at the meeting. He explained that the purpose of the meeting is to have a Working Session regarding an update on the City Streets. Commissioner Decker discussed trying to meet yearly to get an update on the streets. He discussed not knowing about the true condition of the streets until the winter is over. Patrick Meyer of Patrick Meyer & Associates discussed assessing the streets yearly, usually in November when the streets are dry. He discussed the ratings method and compared the street ratings over the past five years. He discussed the street maintenance budget vs. the bituminous price since 2001. There may be an opportunity to get more for the monies spent on street maintenance because the anticipated cost of bituminous is lower.
Mr. Meyer discussed the amount spent on streets for years 2001-2017. He displayed pictures showing the heat scarification process on roads before the process and after. A map with colors depicting poor, average, and good rated roadways throughout the City was displayed. There was a discussion about some roads with a poor rating, including Highview Hill, Highview Road and Centennial Hill. Street maintenance needs were articulated, including drainage needs, bridge repair needs, street repair of those streets rated at a 3-4 rating, and traffic signal needs. There was a discussion about funding for a roundabout by Camp St. and River Road. There is a need to plan for maintenance of both major roadways and residential neighborhoods. Pictures were displayed showing streets in poor condition in the City.
Mayor Mingus asked for any comments from the audience. There was no response.
Motion by Commissioner Kahl, seconded by Commissioner Decker; Mr. Mayor, I move you that we adjourn the meeting.
Yeas: Commissioners Decker, Densberger, Jeffers, and Kahl and Mayor Mingus.
Nays: None.
Mayor Mingus declared the motion carried and the meeting adjourned at 5:51 P.M
