City of El Paso Water & Sewer Committee met April 20.

Here is the minutes provided by the Committee:

A water and Sewer Committee meeting was held at 3:30 pm on Friday April 20th, 2018 at the El Paso City Hall. Members present were Steffen, Kilpatrick and Brucker. Also present were Jack Hickok, Dave Fever, Sandee Kessinger, Contisa Wallin, Harold Wallin, Chris Bishop his wife and children.

Contisa Wallin is requesting a reduction in the Water bill for her residence at 403 South Commercial Street. The water bill as of 04/06/2018 is $3930.60. The issue was a continuous leak that started around the 1st week of February. The leak continued until it was finally found on April 12th. The repair was made on Saturday April 14th.

The City employees had repeatedly talked to either Contisa, Chris Bishop and even her father Harold Wallin who owns the trailer. Director of Public Service Hickok and Clerk Dave Fever went to the property after the leak had been ongoing for a few weeks. On 2 26/18 Hickok and Fever could hear the water running under the trailer. Hickok shut it off and the noise stopped. Hickok called Contisa Wallin and explained that he had shut the water off because of a major leak somewhere under the trailer. The water was shut off until Jay Zehr replaced the water heater. At that time the Water guys went to turn it on. There was still a major leak somewhere and the water was shut off again.

The school and an Alderperson were also involved in this issue because of children living in the trailer. I was asked to turn the water back on because of the children while we were working to a resolution. The hot water line was shut off. This stopped the leak.

On April 12th Mr Wallin met City employees at the trailer. We turned the water on and the meter stopped turning until the hot water heater valve was opened. Then the Water guys could hear water running under the trailer. Mr Wallin pulled back the skirting and found a broken pipe. As previously noted the water leak was finally repaired on April 14th, 2018 after approximately two months of leaks, water on, water off etc. I told Contisa Wallin that I would leave the water on until the Committee decided what to do. The Committee recommended that the Penalties of $359.05 would be removed but the remaining portion of the bill would be the responsibility of Contisa Wallin. The Committee did not feel that the Resident or the owner took prompt appropriate action even after being repeatedly told that there was a large leak under the trailer. The Committee instructed Director Hickok to shut the water off unless payment was given as required. The Meeting adjourned at 4:52 pm.
