City of Marquette Heights Council met May 9.

Here is the minutes provided by the Council:

PLEDGE

The City Council meeting was opened with the Pledge of Allegiance led by Mayor Crum.

CALL TO ORDER

The regular meeting of the City Council was called to order at 7:00 P.M. by Mayor Crum.

ROLL CALL

The following Aldermen were present for Roll Call: Alderman Little, Conlin, Neuhaus, Worent, and Neumann.

Also present were Treasurer Babb, Clerk Steele, Public Works Director Ghidina, Fire Chief Fortier, Acting Police Chief Merritt, Police Chief Elliott, Office Manager Minson, and Attorney Tibbs.

Absent: Alderman Bradford.

PRESENTATION OF JOURNAL OF PROCEEDINGS

Alderman Little made a motion, seconded by Alderman Neuhaus to approve the storm water minutes of March 26, 2018. Roll Call Vote: Ayes- Alderman Little, Neuhaus, Neumann, Worent, and Conlin. Nays- None. Motion passed.

Alderman Neuhaus made a motion, seconded by Alderman Little to approve the regular minutes of March 26, 2018, with correction. Roll Call Vote: Ayes- Alderman Neuhaus, Little, Conlin, Neumann, and Worent. Nays- None. Motion passed.

Alderman Neuhaus made a motion, seconded by Alderman Worent to approve the executive minutes of March 26, 2018. Roll Call Vote: Ayes- Alderman Neuhaus, Worent, Conlin, Neumann, and Little. Nays- None. Motion passed.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Crum has emailed all council a copy of the letter that will be sent to the ETSB board. Reminder the meeting is April 18th at 3:00 p.m. at Pekin Sheriff’s office.

Mayor Crum will be out of town April 11 through April 22. During his absence, Alderman Bradford will be Mayor Pro Tem.

Clerk

No report from Clerk Steele

Treasurer

No report from Treasurer Babb.

Attorney

No report from Attorney Tibbs.

Communications

None.

CITIZENS WISHING TO ADDRESS THE COUNCIL

Jeff Tuescher, 141 Cahokia, stated he was here to see if his fence variance was going to be approved. Mayor Crum told him it was on the agenda for council vote tonight.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Bradford

Absent. No report from Alderman Little.

Law Enforcement – Alderman Neumann

The body cameras are in. Waiting for a conference call before the training process will begin. Officer Fay will be the training officer.

There were 56 valid Vehicle License Ordinance Violations issued. There are only three that have not been served.

Streets – Alderman Neuhaus

No report from Alderman Neuhaus.

Pubilc Buildings / Parks -Alderman Conlin

No report from Alderman Conlin.

Fire – Alderman Little

No report from Alderman Little.

Planning – Alderman Worent

No report from Alderman Worent.

NEW BUSINESS

Approve payment to Burling Excavating

Alderman Little made a motion, seconded by Alderman Neuhaus to approve payment not to exceed $1,250.00 to Burling for sewer lateral repair at 618 LaSalle. Roll Call Votes: Ayes- Alderman Little, Neuhaus, Conlin, Worent, and Neumann. Nays- None. Motion passed.

Approve payment for fire training

Alderman Little made a motion, seconded by Alderman Worent to approve payment not to exceed $500.00 to Tazewell County Fire Association for training for 19 to 20 firefighters. Roll Call Votes: Ayes-Alderman Little, Worent, Neumann, Conlin, and Neuhaus. Nays-None. Motion passed.

Approve reimbursement to fire chief

Alderman Little made a motion, seconded by Alderman Neuhaus to approve reimbursement not to exceed $900.00 to Fire Chief Fortier for FDIC conference in May for motel and meals for Fire Chief Fortier and Assistant Fire Chief Aschenbrenner. Roll Call Votes: Ayes-Alderman Little, Neuhaus, Neumann, Conlin, and Worent. Nays-None. Motion passed.

Approve payment for fire helmets

Alderman Little made a motion, seconded by Alderman Neumann to approve a payment not to exceed $1,075.60 to Dinges Fire Co. for purchase of four fire helmets. Roll Call Votes: Ayes-Alderman Little, Neumann, Worent, Conlin, and Neuhaus. Nays-None. Motion passed.

Approve payment for flashlights for coats

Alderman Little made a motion, seconded by Alderman Neuhaus to approve a payment not to exceed $599.50 to Dinges Fire Co. for flashlights for coats. Trade in 19, purchase 10, and receive 9 free. Roll Call Votes: Ayes- Alderman Little, Neuhaus, Worent, Neumann, and Conlin. Nays- None. Motion passed.

Approve extending accrued hours

Alderman Neumann made a motion, seconded by Alderman Conlin to approve extending the accrued comp, vacation, and personal hours on record for Acting Police Chief Merritt until the end of 2018. Roll Call Votes: Ayes-Alderman Neumann, Conlin, Little, Neuhaus, and Worent. Nays-None. Motion passed.

Approve ordinance for fence variance

Alderman Worent made a motion, seconded by Alderman Little to approve an ordinance granting variance of a fence at 141 Cahokia Road. Roll Call Votes: Ayes-Alderman Worent, Little, Neuhaus, Conlin, and Neumann. Nays-None. Motion passed. ORDINANCE # 874

Approve General Fund budget for FY 2019

Alderman Worent made a motion, seconded by Alderman Little to approve the Fiscal Year 2019 General Fund budget. Roll Call Votes: Ayes-Alderman Worent, Little, Neumann, Conlin, and Neuhaus. Nays-None. Motion passed.

Approve Water/Sewer budget for FY 2019

Alderman Little made a motion, seconded by Alderman Neumann to approve the Fiscal Year 2019 Water/Sewer budget. Roll Call Votes: Ayes-Alderman Little, Neumann, Neuhaus, Conlin, and Worent. Nays-None. Motion passed.

Approve FY 2019 Salary Resolution

Alderman Worent made a motion, seconded by Alderman Neumann to approve the Fiscal Year 2019 Salary Resolution. Roll Call Votes: Ayes-Alderman Worent, Neumann, Conlin, Neuhaus, and Little. Nays-None. Motion passed. RESOLUTION #539

FINANCE – ALDERMAN WORENT

Alderman Worent made a motion, seconded by Alderman Little to approve paying bills: General Fund: $43,161.22, Water: $18,452.96, Sewer: $16,237.84, Water/Sewer Replacement: $1,405.80, IMRF: $1,954.28, and Social Security: $2,038.24. Roll Call Vote: Ayes – Alderman Worent, Little, Neumann, Neuhaus, and Conlin. Nays – None. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL

None.

ANY OTHER BUSINESS PERTAINING TO THE CITY

Alderman Neumann made a motion to enter executive session for purpose of the semi-annual review of executive minutes to make public and discussion of personnel. Motion was seconded by Alderman Little. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:19 p.m.

Council resumed regular session at 8:00 p.m.

ADJOURNMENT

Alderman Little made a motion, seconded by Alderman Worent to adjourn the regular City Council meeting at 8:00 p.m. Voice Vote: All Ayes. Motion passed.
