Washington City Council met April 9.

Call to Order: Mayor Manier called the Special meeting of Monday, April 9, 2018 to order at 6:30 p.m. in the Library Meeting Room at Five Points Washington.
Roll Call: Present and answering roll call were Aldermen Adams, Brownfield, Brucks, Butler, Cobb, Dingledine, Gee, & Moss.
Also present was City Administrator Jim Culotta, City Controller Joanie Baxter, Public Works Director Ed Andrews, P & D Director Jon Oliphant, Police Chief Mike McCoy, Deputy Chief Jeff Stevens, City Treasurer Ellen Dingledine, and City Clerk Pat Brown.
Pledge of Allegiance: All present stood for the Pledge of Allegiance.
Audience Comments: Marvin Nieukirk, former owner of Step Back In Time on the Square, shared that there is a need for the parking lot behind the Herbst building and asked Council if it can be addressed. Mayor Manier shared that it was discussed at the last Committee of the Whole meeting and we have not come to a price at this time.
Public Hearing – Proposed FY18-19 Budget - A public hearing was opened for comment at 6:32 p.m. in the Library Meeting Room at Five Points Washington by Mayor Manier for the purpose of hearing comments to the City’s proposed FY18-19 Budget.
Comments: No comments were made.
Close Public Hearing: There were no additional comments and the public hearing was closed at 6:32 p.m.
Adopt resl, declaring public real estate surplus: City Administrator Culotta read a resolution, by title only and brief synopsis, declaring certain public real estate to be “Surplus Property”. Adoption of this resolution would declare certain public real estate to be “Surplus”. The real estate is formerly known as Blumenshine and Tarvin farms. Alderman Dingledine moved and Alderman Brucks seconded to adopt the resolution as read. On roll call the vote was:
Ayes: 8 Adams, Brownfield, Brucks, Butler, Cobb, Dingledine, Gee, Moss
Nays: 0
Motion declared carried.
Waive second read ord, authrz sale of surplus public real estate: City Administrator Culotta provided first reading of the following ordinance, by title and brief synopsis: an ordinance establishing a procedure for sale of surplus public real estate. Adoption of this ordinance would establish a procedure for sale of surplus public real estate formerly known as the Blumenshine and Tarvin farms. Alderman Brucks moved and Alderman Brownfield seconded to waive second reading and proceed with adoption of the ordinance as read. On roll call the vote was:
Ayes: 8 Adams, Brownfield, Brucks, Butler, Cobb, Dingledine, Gee, Moss
Nays: 0
Motion declared carried.
Adopt ord, authrz sale of surplus public real estate: Alderman Moss moved and Alderman Adams seconded to adopt the ordinance establishing a procedure for sale of surplus public real estate. On roll call the vote was:
Ayes: 8 Adams, Brownfield, Brucks, Butler, Cobb, Dingledine, Gee, Moss
Nays: 0
Motion declared carried.
Adjournment: At 6:34 p.m. Alderman Brucks moved and Alderman Cobb seconded to adjourn. Motion carried unanimously by voice vote.
