City of Chillicothe Public Safety Committee met July 3.

Here is the minutes provided by the Committee:

Chairman Hughes called the meeting to order

Budget Review

Office Manager Passage led a review of the budget. She reported that all departments were in-line with expenses.

Motor Home – Parking/Sleeping:

Office Manager Passage told the committee that she had a complaint in regards to an RV parked at a residence and had also hooked up to the city sewer. She reported that Superintendent Sutherland had investigated and found that in fact it was dumping into the city sewer and instructed the owner to stop dumping. Office Manager informed the committee that the owners of the property and the RV were in the audience and would like to address the committee. Mr. Phillip Hanson owner of the property appeared before the committee asking for an extension of the 15 days allowed by city ordinance for the RV to be occupied at his residence. Mr. Milton Hanson owner of the RV also addressed the committee. Mr. Hanson explained to the committee that he would like to stay as long as 60 days to spend with his son and grandkids. Discussion was held. It was the consensus of the committee to allow Mr. Hanson to stay until the 10th of July.

Gaming Establishments:

Dennis Luckett appeared before the committee. Mr. Luckett expressed concerns of not meeting the 60/40. Mayor White explained to Mr. Luckett that the ordinance was set in place to deter gaming parlors. A lengthy discussion was held in regards to the revised city ordinance. Alderman Hughes asked what could be done to held Mr. Luckett meet the 60/40 requirements. Mayor White asked that Mr. Luckett check in on a quarterly basis and they will review together.

Golf Cart Ordinance Review:

Police Chief Mettille informed the committee that there have been concerns with trailers behind golf carts. Discussion was held in regards to the danger of having children or any occupants in a trailer that is attached to a golf cart. It was the consensus of the committee to not allow occupants in an attached trailer. Chief Mettille told the committee that the ordinance needs to be changed in order for him enforce. The committee instructed Chief Mettille to speak with the city attorney to amend the golf cart ordinance to not allow occupants in trailers attached to golf carts. Chief Mettille will bring a draft of the amended golf cart ordinance to the August Public Safety Committee meeting for review. Alderman Hughes led discussion on discounted golf cart permits to senior citizens. Discussion was held. It was the consensus to not give any discounts.

Invoice Police Officers Claud Elen Days:

Chief Mettille informed the committee that the invoiced amount to the American Legion for the cost of extra police officers was $640.00. Mr. John Gersch from the American Legion appeared before the committee. Mr. Gersch questioned if the officers were there. Chief Mettille explained that his officers are instructed to be there but to not impair the event in any way. Mr. Gersch informed the committee that he was not in favor of the open container at events. Discussion was held. It was the consensus of the committee to waive the invoiced amount for the event.

Application Notice Of Special Event:

Clerk Hurd gave an updated application to all members of the committee. She informed the committee that she and Chief Mettille had reviewed the application together. Clerk Hurd and Chief Mettille explained changes to the application to help clarify the cost of security to the applicant. It was the consensuses of the committee to have Clerk Hurd collect the security fee with the application once Chief Mettille has reviewed and discussed with the applicant.

Notice For Special Event Request Bananas:

Clerk Hurd presented an application for Special Event Held on Public Property from Bananas for July 21, 2018 from 11:00am to 7:00pm in front of Bananas (city parking lot). Chief Mettille told the committee that he has reviewed and has no problem with the event. It was the consensus of the committee to seek council approval for the event.

Speed Limit On Santa Fe Avenue:

Alderman Sharp led discussion on the complaint he had received in regards to speeding. The consensus of the committee was to have the Police Chief look at the area and determine where speed signs could go and report back to the committee.

Police Update:

Chief Mettille presented Ordinance Zone Statistics and Impounded Vehicles Reports. Reports attached.

Fire Update:

Chief Benisch presented his report. Report is attached. He announced that his crews will be at Three Sisters Park for the fireworks and invited all committee members to stop by if they are there.
