The Village Council, of the Village of Bellevue, Peoria County, Illinois, met in Regular Session July 24, 2018. Chairman Johnson, called the meeting to order at 6:00 p.m.

Chairman Johnson, directed Clerk Wilson, to call Roll.

Present:    Chairman, Terry Johnson

Trustees:

Aaron Lannert

Leroy Wiseman

Marty Schuettler

Francis Heskett

Dean Merriman

Also, Present:  Superintendent, Steve Wilson

                         Village Attorney, Lane Alster

                          Peoria County Officer, Zach Ferguson

                          Zoning Officer, Matt Raible

Absent: Trustee, Chad Murphy

Chairman Johnson, declared a Quorum present.

The Minutes of the Regular Council Meeting, July 10, 2018, were presented. Motion Trustee Schuettler, second Trustee Wiseman, that the Council approve Minutes as presented.

Motion carried via voce vote

Motion Trustee Wiseman, second Trustee Schuettler, bills as presented be paid and the payrolls and transfers be approved.

Roll Call Vote was:

Ayes:      Lannert, Wiseman, Heskett, Schuettler Merriman

Nays:      None

Absent:   Trustee, Chad Murphy

Chairman Johnson declared motion carried.

Motion Trustee Lannert, second Trustee Schuettler, to approve, Ordinance 762, Prohibiting the Use of ATVs And Similar Vehicles on Residential Property.

Roll Call Vote was:

Ayes:      Lannert, Wiseman, Heskett, Schuettler Merriman

Nays:      None

Absent:   Trustee, Chad Murphy

Chairman Johnson declared motion carried.

Motion Trustee Wiseman, second Trustee Schuettler, to approve, Ordinance 763, Providing for The Regulation of And Application for Small Wireless Facilities.

Roll Call Vote was:

Ayes:      Lannert, Wiseman, Heskett, Schuettler Merriman

Nays:      None

Absent:   Trustee, Chad Murphy

Chairman Johnson declared motion carried.

Motion Trustee Lannert, second Trustee Schuettler, to approve expenditure of $8,000.00, for the removal of old roof @ 325 S. Bellevue Ave., by Theinert Construction.

Roll Call Vote was:

Ayes:      Lannert, Wiseman, Heskett, Schuettler Merriman

Nays:      None

Absent:   Trustee, Chad Murphy

Chairman Johnson declared motion carried.

Superintendent, Wilson – Conversed with Members, that lowest bid received for drain repair, on Bosch Rd., was submitted by Dillion Construction. Village Engineer, suggested adding to amount $12,000.00, for an even total of $140,000.00 towards repairs. Superintendent, Wilson, informed Members, that he would be needing approval for costs on curbs and drains.

Motion Trustee Wiseman, second Trustee Lannert, to approve hiring Dillion Construction, and expenditure, of $140,000.00 to fix drains, on Bosch Rd.

Ayes:      Lannert, Wiseman, Heskett, Schuettler Merriman

Nays:      None

Absent:   Trustee, Chad Murphy

Chairman Johnson declared motion carried.

Speaker, Brandy Anderson – Enlightened the Members, that she did not appreciate being threatened and being called a vulgar name in person, by Village Clerk. Inquired as to what the Village thought about issue?

Chairman Johnson – Denounced the website that residents in the Village of Bellevue are using for information and posting complaints on. The website at times has encouraged rumors and non-reliable information, that Chairman Johnson, receives numerous calls on, by concerned residents. To the Village of Bellevue, this website has done nothing but caused trouble for the Village. Chairman Johnson, informed Members, and residents, that he does not want to hear nor discuss issues caused by this website. Correct information concerning Village, issues as given would be posted on Official website: www.VillageofBellevueIl.com

Superintendent, Wilson – Informed Members, resident Donnelly, on Closen Rd., was needing a handicap permit, for ramp.

Chairman Johnson, Trustee, Merriman- Waive permit fee, for handicap ramp.

Trustee, Lannert- Advised Members, he ordered Public Works shirts, for workers.

Village Attorney, Alster - Advised Members, about Closen Rd., property, possible Quick-Claim deed, release ownership without waiving fees. Anna St., property is okay to demolish, no person representing owner, showed on their part.

Superintendent, Wilson – Stated he would have gas turned off and start demolish of residential home.

Motion Trustee Schuettler, second Trustee Lannert, to close the meeting

Ayes:      Lannert, Wiseman, Heskett, Schuettler Merriman

Nays:      None

Absent:   Trustee, Chad Murphy

Chairman Johnson, announced, that there being no further business the Council meeting adjourned at 6:21 p.m.
