City of Chillicothe Public Works Committee met August 22. 

Here is the minutes as provided by the committee:

The Public Works Committee met on August 22, 2018, at 4:30 p.m. in the Council Chambers at City Hall.


Present: Chairman Gould, Alderman Hughes, Alderman Sharp, Mayor White, City Engineer Coulter, Superintendent Sutherland, Office Manager Passage

Chairman Gould called the meeting to order.

Sidewalk Program Applications

Office Manager Passage advised the committee there were no Sidewalk Program Applications submitted.

High Usage Waiver

Office Manager Passage stated she had received a high usage waiver request from Richard Oller, 1218 Second St., who is in the audience. She stated Superintendent Sutherland’s investigation showed that a hose had split and was leaking, therefore; the water used did not go back through the system. The amount to be considered to be waived is $10.55. The total charge was $40.22. The consensus of the committee was to waive the $10.55.

Approach Off Of Route 29 Wigand Disposal

Engineer Coulter reported that he contacted I.D.O.T and they advised him they do not repair entrances. It would be the property owners responsibility. Chairman Gould stated that the garbage trucks do not use the entrance off of route 29. A discussion was held regarding who owns the property. Chairman Gould stated that the Prather Family would own the property.

Project Update

Engineer Coulter advised the committee that Advance Asphalt will be starting the overlay project next week or at the latest after Labor Day.

Engineer Coulter advised the committee that the Crack sealing project will start at the same time as the overlay project. They will be mainly working on Logan Street.

Old Business

EPA MS4 Storm Water Permit

Engineer Coulter stated that part of the requirement for the Storm water permit is to obtain public input and educate the public about keeping pollutants from going into the river.

He requested that the City hold a public hearing on September 24, 2018 at 6:30 p.m. in the Council Chambers to allow Citizens to provide the council with written and/or oral comments and ask Questions concerning the MS4 program established by the City of Chillicothe.

He explained that he will have exhibits and information for public viewing.

The consensus of the committee was to proceed with the Public Hearing.

Birren Land

Office Manager Passage advised the committee that the Plan Commission will review the Request to rezone at the October 2, 2018 plan commission meeting. She stated that the Notice to accept bids for the properties will be published in the paper on August 15, 22, and 29. Bids are to be submitted on or before September 14, 2018. I did contact the homeowner to lives next to the property advising him of the bid date and that the notice may be obtained off the website or from the Chillicothe Times Bulletin.

Speed Humps/Plaza Drive

Mayor White advised the committee that the speed bump has been removed from Plaza Drive. He recommended that the city stripe the edge of Plaza Drive and when we do this it will create an area of right-of-way that will look like parking area. Therefore; we will need to diagonally stipe to insure no parking in that area. This will help with the areas that may impair vision when trying to come out onto Plaza Drive. He recommended that the striping be completed and to not install a speed hump at this time. Superintendent Sutherland stated that he obtained a price of $4,438.50 to do the

following:      Along 4th Street and Plaza Drive: 2,398’ cross walk, 449’ of stop bar

                     Plaza Drive: Plaza Drive East side solid white edge line 2,519’

                                          Plaza Drive West side skip white edge line 1,419’

                     Plaza Drive: No Parking Hatched area’s 19’ x 10’; 2 – 36’x10’, 33’ x 10’, 34’ x 10’

Office Manager Passage stated that in the TIF Plaza Budget there is a project for Plaza Drive Improvement for $5,000.00 or a project for Street/Alley Maintenance/signage for $20,000.00 that could be brought forward with council approval to pay for the striping. The consensus of the committee was to request approval from the council to bring forward the Plaza Drive Improvement project.

Engineer Coulter requested that the Superintendent obtain a price to stripe Bradley Avenue and Cloverdale and that the remainder of the money from Priority One project Street Overlay/curb improvement that was approve by council on May 29, 2018 be used to pay for the striping on Bradley Avenue and Cloverdale. The consensus of the committee was to have Superintendent Sutherland obtain a price and place this on the council agenda for approval.

Eagle Landing Dock Replacement/Repair

Mayor White explained that the city insurance company has issued a check to the city in the amount of approximately $9,800.00 for the repair of the boat ramp. Superintendent Sutherland stated that the council has already approved a cost of $2,800.00 to Meister Shane, then there will be an additional cost to purchase the floats to go under the ramp. Public Works department will take out the ramp and reinstall the ramp once the repairs are completed.

Third Street Water Tap

Superintendent Sutherland stated that he talked with the property owner at 813 Third Street regarding installation of a new water line. The city will be abandoning the water line that services said address due to the line leaking and the age of the line. The property owner would like to just have a yard hydrant and not have the line brought to the building. This would require a meter pit to be installed. The cost for the meter pit and a yard hydrant is $498.46 which would be reimbursed by the property owner. A discussion was held regarding what legal documents would be needed. A temporary construction easement would be need. Office Manager Passage was instructed to talk to the attorney to see what documents if any would be necessary.

Chairman Gould stated that he would place this topic on the council agenda.

Superintendent Sutherland reported to the committee that the lights in the viaduct have been replaced and eight out of the twelve lights on Fourth Street have been replaced with LED bulbs.

Alderman Sharp reported that Alderman Connor had talked to him regarding the observation tower. Mayor White stated that there was no money in the budget this year for the project.
