City of Chillicothe Public Works Committee met Sept. 5.

Here is the minutes provided by the Committee:

The Public Works Committee met on September 5, 2018, at 4:30 p.m. in the Council Chambers at City Hall.

Present: Chairman Gould, Alderman Hughes, Sharp, Mayor White, Superintendent of Public Works Sutherland, City Engineer Coulter, Office Manager Passage

Chairman Gould called the meeting to order.

SIDEWALK PROGRAM APPLICATIONS

Office Manager Passage stated that no applications were submitted.

HIGH USAGE WAIVER

Office Manager Passage stated one high usage waiver request was received. Kim Oathout

1036 Second, however; it came in today and Superintendent Sutherland will need to investigate. This will be brought to the next public works meeting.

REQUEST – VACATION OF ALLEYWAY – 721 THIRD

Office Manager Passage presented a request from Overland Engineer, LLC requesting that the City vacate the alleyway adjacent to properties owned by the City of Chillicothe, located between Lots 1 & 2 and lots 9 & 10, Temple & Clevelands Addition, just south of Elm Street. Vacation of the western half of the alley bordering Lot 8, Temple & Cleveland’s addition is also requested.

Office Manager Passage stated that should the vacation of the alley be in the best interest of the city, then a vacation plat and an ordinance is necessary. It must pass with a 3⁄4 vote of aldermen holding office.

Chairman Gould questioned the need to vacate the western half of the alley bordering Lot 8. He stated that he felt there was no need to vacate that portion. A discussion ensued. The consensus of the committee was to have the Superintendent of Public Works and the City Engineer talk with a representative from Overland Engineering regarding said portion and to place the request on the agenda for the city council meeting to be held Sept. 10, 2018.

POWER TO PUBLIC PARKING LOT – BETWEEN SECOND & THIRD

Mayor White advised the committee that Amanda Oedewaldt had approached him regarding having power put on a pole behind the American legion. Superintendent Sutherland stated that this has been discussed before in committee and it was determined that it was cost prohibited. He stated the estimated cost was $5,000 to $6,000. Superintendent Sutherland stated that he has contacted Willis Electric to give a proposal to put Electrical power in parking lot. After some discussion, the consensus of the committee was to have the Mayor respond to Amanda Oedewaldt advising her that it is cost prohibited to place electricity in the parking lot.

FENCE _ WALNUT STREET PUMP HOUSE

Superintendent Sutherland stated that he does not feel that the fence around the walnut street pump house needs to be total replaced. He advised the committee that he has contacted Houland to give an estimate to replace some of the top railings to the fence around the walnut street pump house. He stated that this was not budgeted to do this year. He will bring back the estimate at the next public works meeting.

PROJECT UPDATE

Engineer Coulter stated that the Overlay and Crack Sealing programs have been completed. He stated that the crack sealing cost went over by approximately $1,800.00 due to the materials needed and coming to a good stopping point. He stated that the striping could be done in a couple of weeks. Superintendent Sutherland advised that the striping would be completed the first week of October.

Alderman Hughes requested that Superintendent Sutherland backfill the edges of the roadway on the streets that were overlaid to avoid the breaking of the edges. Superintendent Sutherland stated that he would weather permitting.

Alderman Sharp questioned if any roadwork was planned for Route 29. He explained that the north end entering our city does no give a good impression. A discussion was held and the Mayor stated that he would send a letter to Illinois Department of Transportation making the request for some improvements and then possibly follow the letter with a resolution from the council at a later date.

OLD BUSINESS

EPA MS4 Storm Water Permit – Public Hearing will be Sept. 24, 2018 at 6:30 p.m.

BIRREN LAND – Bids are due Sept. 14 and Hearing to rezone is Oct. 2, 2018

EAGLE LANDING DOCK REPLACEMENT/REPAIR – Landing is at Meister Shane for repairs and will be installed once repairs are made.
