City of Lacon City Council met Sept. 10.

Here is the minutes provided by the council:

Acting Mayor John Wabel opened the meeting with the pledge of allegiance. Answering roll call were Aldermen: Jason; Hattan; Wabel & Hoskins. City Clerk Anderle and Treasurer Terri Davis were also present. Alderman Modro and Strawn were absent.

Approval of Minutes

Alderman Hattan moved to approve the minutes for the August 13, 2018 Regular City Council minutes. Alderman Jason seconded. Roll call: 4 ayes.

Pay Monthly Bills

Alderman Hattan moved to authorize payment of bills as presented, with one correction to move the Chamlin Engineering bill for Meierkord property drainage issue from sewer to streets; and approved paying the Wigand Disposal bills when they are received. Alderman Jason seconded. Roll call: 4 ayes.

Old Business

Acting Mayor Wabel stated he and Bob Carroll spoke with Amanda Barnett about the location of a business sign for the Fitness Center today. There are issues with buried cable lines where she wants to locate the sign. Wabel stated we will postpone indefinitely if no objections. No objections voiced.

New Business

Lauren Schlindwein, President of the Lacon Chamber of Commerce, addressed the council asking for a temporary street closure for the Santa Parade on December 8th at 5:00 p.m. The parade route will start at the Dollar General Store parking lot to Route 17 and turn on N. Washington Street.

Alderman Jason made a motion to approve an IDOT Resolution for temporary closure of Route 17 to Main Street on December 8th for a parade at 5:00 p.m. Alderman Hoskins seconded. Roll call: 4 ayes.

Acting Mayor Wabel addressed the council about a letter from the Lacon Area Community Center requesting financial help with replacing a 30 year old heating and air conditioning system. Council decided they would like to see an estimate for replacement cost of these units and the LACC financial statement. They would have to wait until 2019-2020 FY budget to decide how the city could help.

Alderman Hattan made a motion to approve travel expense over $1,000 for sewer employee Kevin Noffsinger for a 5 day Waste Water class in Rockford. Alderman Jason seconded. Roll call: 4 ayes.

Alderman Hattan made a motion to approve changing the date of the November meeting from the 12th to the 14th because of the 12th being a holiday. Alderman Hoskins seconded. Roll call: 4 ayes.

Alderman Hattan made a motion to approve Chamlin Engineering letting of the bids for the N. High Street sewer extension. Alderman Hoskins seconded. Roll call: 4 ayes.

Alderman Jason made a motion to table the Cable Television Franchise Fee Ordinance until all council members are present. Alderman Hoskins seconded. Roll call: 4 ayes.

Alderman Reports

Alderman Hattan reported all current water leaks have been repaired. We are still waiting on a price from Hoerr to repair the sewer line on 8th street. Hattan shared an August 2018 Peoria Journal Star article about a new state law beginning in January 2019 requiring cats to be registered and vaccinated. The article stated counties will be required to do registration for cats just like they do for dogs.

Alderman Hoskins reported that the Police had no major issues during the Old Settler’s celebration.

Alderman Jason reported an issue with a sick fox in his neighborhood over the weekend. Jason was asking if the city has a policy for wild animals in city limits. Wabel stated that foxes are a protected species. Clerk stated to check with Chief Palm on how the Police Department will handle such issues.

Clerk Anderle reported the FY 17-18 Audit has been completed and copies of audit are available.

Wabel reported this meeting was a one year anniversary for him as acting Mayor and he thanked everyone for the wonderful job they have done.

Alderman Hattan moved to adjourn at 7:44 p.m. Aldermen Jason seconded. Roll call: 4 ayes.
