City of Chillicothe Public Works Committee met October 17.

Here is the minutes as provided by the committee:

The Public Works Committee met on October 17, 2018, in the Council Chambers at City Hall.


Present:   Chairman Gould, Alderman Hughes, Alderman Sharp, Mayor White, Alderman Jenkins, Alderman Braun, Engineer Coulter, Superintendent Sutherland, Office Manager Passage

Chairman Gould called the meeting to order.

Sidewalk Program Applications

Office Manager Passage stated that no applications where received.

High Usage Waiver

Office Manager Passage presented a waiver request from Crestwood Properties, LLC, James Sniff. She stated Superintendent Sutherland investigated and the water that was used did not go back through the system. The high usage was from 8/3/18 to 9/4/18 12156 cubic feet and the amount that would be considered to waive is $54.00. The usage from 9/4/18 to 10/3/18 was 8006 cubic feet and the amount that would be considered to waive is $28.57 if you choose to waive two months. She stated that the property owner is not present. The consensus of the committee was to defer and decision to the next meeting and advise the property owner he needs to be present.

Pearce Community Center – Sidewalk

Chairman Gould stated that the Economic Development director had contacted him regarding Pearce Community Center’s request to participate in the sidewalk program. Office Manager Passage advised that this property is not residential and in the past the city has approved commercial or institutional, however; the reimbursement was only 20%. She explained that they are asking that the city participate at the same level as residential, which is the 80% reimbursement. Mayor White introduced Maggie Butterfield, a representative from Pearce Community Center. She explained the need for the replacement of the sidewalk. Alderman Hughes suggested that the city make a donation to Pearce Community Center instead of having them go through the sidewalk program so we would not set precedence for commercial sidewalk reimbursement. Mayor White explained there would be no budget line item for said donation. A discussion was held to allow not for profit organizations to participate in the sidewalk program at the residential reimbursement rate. The consensus of the committee was to bring the application to the council for approval as a not for profit at the residential rate of reimbursement of 80% up to $1,000.00.

Street Markings – Special Events

A discussion was held regarding prohibiting marking the streets for special events. Office Manager Passage stated that an amendment to the City Code would need to be made to Chapter 78 and Chapter 10. The consensus of the committee was to bring the request to the city council and refer to the attorney to draft an ordinance to amend the code to prohibit marking on the street in a permanent manner, however; allow temporary markings that they would be required to remove.

Sharrow Ordinance

Office Manager Passage stated that the City attorney and the Police Chief are looking into the requirements for sharrow markings on the street.

Sidewalks – Second Street (downtown area)

Superintendent Sutherland stated there are several areas in the downtown area where the sidewalk is raised and have become a trip hazard. Mayor White stated that we have been advised that a person tripped in on area and has filed a claim with our insurance company. Superintendent Sutherland advised the committee that due to the need to make the repairs quickly to avoid additional claims, he rented a grinder at a cost of $1,130.61 for five days, from Sunbelt rentals. He has directed his crew to begin grinding the areas to eliminate the trip hazard. The consensus of the committee was to seek approval of the cost to rent the machine at the next council meeting.

Project Update

Engineer Coulter stated that the marking of the bicycle path and sharrows could start in the next couple of days.

Alderman Jenkins asked about the sidewalk in riversound that stops at the water tower property. He would like to see the sidewalk continued. Mayor White stated that the developer, Jim Paul had the sidewalk installed. Sidewalk is installed by the developer and City Engineer Coulter stated that he would look at what phase the developer has recommended to be completed next. The city could also consider extending the sidewalk, should it be on the property the city owns, however; this would need to be a project in the budget. Superintendent Sutherland will look into this and make a recommendation during the budget process.
