City of Lewistown City Council met Oct. 9.

The Lewistown City Council met in regular session in the council chambers. Mayor Elmer Littlefield called the meeting to order at 6:30 p.m. with the Pledge of Allegiance.
Mayor states that it is permissible to tape and record council meeting. Some students of Mr. Peirce’s class was present to observe and record the meeting.
ROLL CALL: PRESENT: Aldermen Sally Clark, John Foxall, John Spotloe and Mayor Elmer Littlefield. Also present: Wendy Martin from the Fulton Democrat, City Treasurer Debbie Brown, City Administrator Amanda Woodruff, City Clerk Cindy Goddard, Chief of Police John Werland, Public Works Director Gary Shawgo, and Jennifer Hebb. Billie Simmons, Tiffany Carlin, Matthew Peirce, Kade Peirce, Taylor Hummel, Lynn Kerr, and Dalton Yurkovich. ABSENT: Alderman Sheldon Burget, and Trever Kelley.
DECLARATION OF QUORUM by Mayor Elmer Littlefield
Appoint/Approve Jennifer Hebb as New Alderman in Ward 2 – Mayor Elmer Littlefield to appoint Jennifer Hebb as New Alderman in Ward 2. The mayor states that the candidate cannot have any felonies, she does not after background check was done. Motion to appoint Jennifer Hebb as Alderman of Ward 2 by Alderman Foxall, second by Alderman Spotloe, roll call vote, the motion carried all ayes.
The City Clerk, Cindy Goddard gave Oath of Office to the New Alderman Jennifer Hebb. The mayor explained the election to the students that were attending.

Alderman Clark made a motion to approve the minutes of September 25, 2018, second by Alderman Foxall roll call vote, the motion carried all ayes.
TREASURER’S REPORT: Debbie Brown. Debbie has nothing new to report. Aldermen have treasurer’s report. Alderman Spotloe made a motion to approve the treasurer’s report, second by Alderman Clark roll call vote, the motion carried all ayes.
BILLS:
Alderman Foxall made a motion to approve all bills properly endorsed; Seconded by Alderman Clark roll call vote, the motion carried with all ayes.
PUBLIC COMMENTS AND PETITIONS:
Alderman Hebb wanted to know what position Patty Miller is running for, if it would be a 2 year or 4 year position. She only picked up petition did not specify if for her or her husband.
ATTORNEY’S REPORT: Attorney Nathan Collins. Absent ENGINEER’S REPORT: Keith Plavec. No Engineer present.
COMMITTEE REPORTS:
Finance – Alderman Clark: Nothing to report.
Sewer – Alderman Burget: Absent, but according to Gary Shawgo the project is completed by the Fulton County Courthouse. Still need a shield in sewer line coming from the jail.
Street & Alley – Alderman Foxall: Nothing to report.
Police/ESDA – Alderman Spotloe: Nothing to report but Chief Werland said that the new officers are in final phase of training, two weeks left. A few issues with the detour for Main Street because of the RR track repair. Semi’s tore down a couple of lines. There is no parking on south side of Euclid during snow; this is going to be enforced. Chief said the city could make no parking on one side at all times, something to think about. At this time there is a camper parked along the south side, this would not be able to be moved fast like a trailer is.
Burning ordinance for leaves now, try to have fire extinguished before end of day when the city employees leave. The mayor believes it should still be 24 hour a day dumping. Chief Werland said the school is looking for a resource officer; the school is paying 100% for the officer. If it is a retired police officer, IMRF is 14% that the city has to pay. The retired policed officer does not really need it since he is already retired. The school superintendent, the mayor and Attorney Collins wants the liability looked into more.
Water – Alderman Hebb: Nothing to report.
Utilities/Publications – Alderman Kelley: Absent
Buildings and Grounds – Alderman Kelley: Absent. Regarding the Lewistown sign outside of town Alderman Clark was asking when it is going to be put up, she had people asking her. Scott Welker and Marvin Bainter permits almost ready to be signed to allow placing the sign out there.
Tourism – Mayor Littlefield: Scenic Drive was this past weekend. Alderman Hebb wants to start a committee for Scenic Drive. Evidently Ed Emig used the Visitors Center for personal use, so Amanda Woodruff asked for key to be returned because of this and other happenings.
OLD BUSINESS: NONE
NEW BUSINESS:
A. Discuss/Approve Negotiations of Sale of Walker House – Dennis Monn Jr. not present at this meeting. Dennis has great ideas. Set up and follow goals, if not accomplished then house is back to city according to Mayor. Council feels that the attorney needs to be involved and goals have to be achieved each year and house is done by 5th year. Table at this time till the attorney is present and looks over the agenda of the goals. All council agrees this is a good idea if is accomplished.
B. Discuss/Approve Mr. Peirce High School Civics Class Community Service Learning Project – Part of graduation requirements now. Representatives from the civic classes to do a community service, wanting permission from city council. Alderman Clark made a motion to allow the High School Civics Class to a community service learning project for the city, second by Alderman Spotloe, roll call vote, motion carried all ayes.
C. Discuss/Approve Payments for N. Adams and W. Washington Sewer Repair (Laverdiere Construction Inc., Altorfer Rents and A & B/Hunter Sewer Service) Replacing about 10 feet in manhole, sewer repair by the Fulton County Courthouse in the amount of around $57,500.0- Alderman Clark made a motion to approve all payment for the North Adams and West Washington Sewer Repair, second by Alderman Foxall roll call vote, motion carried all ayes.
D. Discuss/Approve Closure of N. Adams St. by Methodist Church for Trunk or Treat from 5:00 p.m. to 8:00 p.m. on Halloween. Alderman Spotloe made a motion to close North Adams Street by Methodist Church for Trunk or Treat from 5:00 p.m. to 8:00 p.m. on Halloween, second by Alderman Clark, roll call vote, motion carried all ayes.
E. Discuss/Approve 2018-2019 ICRMT Policy Renewal – The Work Comp insurance program. Quote from Illinois Counties Risk Management Trust- Alderman Clark made a motion to approve 2018-2019 ICRMT Policy Renewal for the Work Comp insurance program from Illinois Counties Risk Management Trust, second by Alderman Spotloe, roll call vote, motion carried all ayes.
