City of Chillicothe City Council met May 13.

The City Council of the City of Chillicothe, Peoria County, Illinois, met in Regular Session. Mayor Donald Z. White called the meeting to order at 7:00 P.M.
The Pledge of Allegiance, to the Flag of the United States of America, was recited.
Chairman White directed Clerk Hurd to take roll.

The Minutes of the Regular Council Meeting held on April 22, 2019 were presented.
Motion Alderman Colwell, second Alderman Braun that the Council dispense with the reading of the Minutes of the April 22, 2019 Regular Council Meeting and approve the Minutes as presented.

Clerk Hurd read communications from Richard Underwood, Chairman of Police Commission announcing that Jeremy Cooper has accepted an offer of employment as a probationary officer and will begin his employment May 15, 2019.
Motion Alderman Gould, second Alderman Colwell that the communications as presented by Clerk Hurd be accepted and placed on file. Motion carried via voce vote.
Chairman White read communications from Danny Schroeder in regards to the Appelle Brief for the FLM case.
Chairman White read communications from IVC students in regards to stop signs along Sycamore Street and a request for recycling. Chairman White referred to committee.
Motion Alderman Jenkins, second Alderman Colwell that the communications as presented by the Mayor be accepted and placed on file. Motion carried via voce vote.

Motion Alderman Braun, second Alderman Colwell that the Council approve the schedule for the City of Chillicothe Regularly Scheduled Council Meetings for the Fiscal Year 2019-2020, which will convene on the second and fourth Mondays of each month at 7:00pm in the City Hall Council Chambers.

Motion Alderman Jenkins, second Alderman Sharp that the Council concurs with the 2019 Mayoral Appointments of Boards and Commissions as presented.

Motion Alderman Sharp, second Alderman Colwell that the Council concurs with the 2019 Mayoral Appointments of Supervisors and Officers as presented.

Motion Alderman Connor, second Alderman Hughes that the Council concurs with the 2019 Mayoral Appointments of Council Committees as presented.

Motion Alderman Bredeman, second Alderman Jenkins that the Council concur witht eh Mayoral Porclamation , proclaiming May 22-26 2019 as the distribution of Buddy Poppies in the City of Chillicothe.

Motion Alderman Gould, second Alderman Sharp that the Council approve the revised Residential and commercial/Institutional Sidewalk Program applications and open the 2019 Sidewalk Program.

Motion Alderman Gould, second Alderman Sharp that the Council approve an expenditure of $6450.00 payable to Poignant Tree Service for the removal of 10 trees at various locations within the corporate boundaries. Payable from the Road and Bridge Fund.

Motion Alderman Gould, second Alderman Connor that the Council approve the Road nad Bridge Priority One Project – Street Overlay as a project and approve the expenditure of $20,000 for ADA Sidewalk Improvements.

Motion Alderman Colwell, second Alderman Braun move that pending the passage of the Annual Appropriation Ordinance for the current Fiscal Year, all Department Heads and all other separate agencies of the city, be authorized to make necessary expenditures on the basis of the Appropriation of the preceding Fiscal Year, as authorized under Section 8-1-7 of the Illinois Municipal Code, and that all employees’ salaries be paid at the amounts set forth in the Annual Appropriation Ordinance, with appropriate adjustments for resignations, retirements, promotions, overtime and the like.

Alderman Colwell announced that the finance committee will review the draft of the Appropriation Ordinance and there will be a public hearing held June 24, 2019 at 6:45pm.
Motion Alderman Hughes, second Alderman Braun that eh Council approve the Notice for Special Event Held on Public Property, as submitted by Karl Belter, Optimist Club for the use of Second Street, and the City Park, for the annual 5K River Run, to be held on May 25, 2019, from 6:00 am to 11:00 am.
Motion carried via voce vote.
Motion Alderman Hughes, second Alderman Connor that the Council approve the Notice for Special Event Held on Public Property, as submitted by Amanda Oedwalt, Claude Elen Days, for the annual Claude Elen Day Celebration, to be held June 2 – 9, 2019, as presented.
Motion Alderman Hughes, second Alderman Braun that the Council approve a Notice for Special Event Held on Public Property, as submitted by Kim Whitehurst, Methodist Church for use of various streets as outlined on the Notice of Special Event for 5K/10K run and 1 mile walk on September 28, 2019 from 8:00 a.m. - 10:00 a.m., for the fundraiser for Snackpac.

Motion Alderman Colwell, second Alderman Jenkins that the Council approve Ordinance No. 19-05-10, an Ordinance adopting an expense reimbursement policy.

Chairman declared Ordinance NO. 19-05-10 passed and signed the same.
Motion Alderman Colwell, second Alderman Bredeman that the Council accepts the letter from Rich Underwood, Chairman of the Board of Police Commissioners, stating that Jeremy Cooper has been appointed to fill the position of Probationary Patrolman on the City’s Police Department at a starting wage of $24.08 hourly, effective May 13, 2019.
