The data shows that 60 men and 13 women were released in the Pekin zip code. Of the parolees, two were veterans, and the median age was 36. The youngest parolee was a 20-year-old man convicted of a crime involving drugs in 2017, and the oldest was a 68-year-old man convicted of a property crime in 2016.
The offender who had been incarcerated the longest was Terry Biggs. He was convicted of a sex crime in 1999, when he was 34 years old. He is now 54.
Under state law, paroled offenders are still in legal custody of the IDOC, meaning they can be taken back to a correctional center at any time if the state has probable cause or a warrant.
