Village of Tremont Board of Trustees met July 15.

Here is the minutes provided by the board:

Village President Todd Bong called to order this regular meeting of the Tremont Village Board at 7:00 PM, at the Tremont Village Hall.

Present: President Bong, Trustees Scott, Harding, Scranton, Getz, Replogle

Absent: Trustee Zuercher

Village Clerk: J. Madsen 

Attorney: Richard P. Wherry

Police Chief: Mike Dodwell

Guests: Eric Hansen, Mary Ann Vance

MINUTES

Trustee Replogle moved to approve the minutes for the regular meeting of July 1, 2019, and Getz seconded.

AYES: All 

NAYS: None 

Motion carried.

BILLS

Trustee Scott moved to approve all bills incurred since July 1, 2019, and Scranton seconded.

AYES: All 

NAYS: None 

Motion carried.

Trustee Scott asked the Board if there were need to have Zoning Officer Glen Gullette attend Board meetings, and the consensus was to request that Gullette attend the first meeting of each month. Scott will speak with Gullette.

Regarding Police Operations, Attorney Dick Wherry explained that the new ticketing system adopted by the state has caused problems, especially with ordinance violations.

Also, Chief Mike Dodwell reminded the Board that police coverage in town is typically 7:00 AM through 3:00 AM. Finally, Dodwell reported that Captain Troyer will parti- cipate in “Cycle Across Illinois”.

Trustee Harding moved to transfer $11,654.80 from General Savings to Police Oper- ations Checking to cover bills and payroll. Scranton seconded.

Motion carried.

Also, Harding moved to transfer $48,000 from General Savings to Water & Sewer Revenue Fund as reimbursement for previous expenditures. Scranton seconded.

Trustee Scranton announced the elimination of three Frontier phone lines which include two lift stations and the water plant. Scranton said he would also like to check all village fire hydrants, and will meet with engineers as wellas secure costs.

Also, Scranton reported that it would cost approximately $18,000 to have the water tower spot painted and patched.

Trustee Getz was asked to maintain alleys in which garbage was picked up by Grimms. However, trustees thought it better to tell those families to have pick-up in front of their homes as do most other families. Getz would also like to move the mailboxes from the alley by the post office, but that could not be done due to decision made in Chicago.

Trustee Scranton, in communication with Ameren, found that the eventual replacement of sodium vapor street lights with LED 10 lights will provide substantial savings for the village.

Trustee Scott moved to accept the Zoning Board amendment replacing the current rules regarding the parking of campers, RVs and trailers in the village. Harding seconded.

Due to specific wording, or lack thereof, Trustee Getz moved to table this agenda item for further study. Scranton seconded. AYES: All NAYS: None Motion carried.

Trustee Getz moved to place a limit of $70,000 on the purchase of a new loader. He is currently considering Altorfer Cat or John Deere. Scranton seconded.

Trustee Harding moved to approve Ordinance 19-108, the annual Appropriations Ordinance for 2019-2020, with the following amendments: Scranton seconded.

Add General Fund Equipment.$35,000 Increase Waterworks Vehicles from $15,000 to $50,000 Add Waterworks Facilities Maintenance.$10,000

Motion carried.

The ash trees along Harris Street behind the grade school have become an issue. Many are dead or dying and will need to be removed. A previous agreement with then Supt Brock Butts stipulated that the school district is responsible for the trees, and, fittingly, will bear any cost of remediation. President Bong will contact Supt Jeff Hinman.

Trustee Getz led a discussion concerning the sale of excess equipment. Many unused or little used pieces of equipment, including a 1997 Cub Cadet, could be sold. A resolution for the sale of excess equipment will be available at the August 5 meeting.

Trustee Scranton moved to direct village engineers, CMT, to design and prepare plans for the Northeast corner of Sampson and Walnut Streets as well as prepare bid information. Replogle seconded.

The Board directed Public Works Supt Brian Hild to place informational speed limit signs, purchased by a Tremont citizen, on South Locust Street.

In final business, Trustee Scranton moved to allow the Tremont Baptist Church to close Walnut Street from James Street to the alleyway from 5:00 to 9:00 on Wednesday, August 28, for their annual Awana kickoff party. Harding seconded.
