City of Havana City Council met June 18.

Here is the minutes provided by the council:

The City Council met in Regular Session in Council Chambers. Mayor Brenda Stadsholt called the meeting to order at 7:00 pm. City Clerk, Kathy Vaughn, called the roll and the following Alderpersons answered to their names: Andrew French, Dan Griffin, James Stroh, Randy Bell, Ross McDowell, Bob Cooper, Portia Brown and Becky Chaney

A quorum was present. The meeting was taped.

The pledge of Allegiance to the Flag of the United States of America was repeated by all City Officials and guests.

PUBLIC COMMENT #1 

DISCUSSION: Resident Jesse Burke addressed the council regarding the spraying of mosquitos. For the health and safety of the residents of Havana, the request was made to begin spraying for mosquitos. All residents must do their part in their own yards, however if the City could begin spraying now there may not be such a problem later. 

ACTION TAKEN: None

APPROVAL OF MINUTES 

DISCUSSION: Mayor Stadsholt asked if there were any additions or corrections to the meeting minutes of June 4, 2019. 

ACTION TAKEN: There being none, the minutes will stand as approved and submitted.

FINANCE REPORT 

DISCUSSION: Mayor Stadsholt asked if there were any questions or concerns to the Finance Report. 

ACTION TAKEN: There being none, the Finance Report passed by the following vote: Voting Yes: Brown, Cooper, Bell, French, Griffin, Stroh, Chaney, McDowell Voting No: None

MAYOR'S REPORT

DISCUSSION: Mayor Stadsholt reported on the following items:

Save the Date - July 7th from 1:00-3:00 pm at the City Center, there will be a retirement party honoring Bill Watts for his 60 years of service to both the City and Rural Fire Departments. 

Mayor Stadsholt entertained a motion to donate $500 to the Annual 4th of July Fireworks. Alderperson Chaney made to motion, and seconded by Alderperson McDowell. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns. There being none, the motion passed with the following vote: Voting Yes: Brown, Cooper, Bell, French, Stroh, Chaney, McDowell Voting No: None Abstaining: Griffin

CITY CLERK'S REPORT 

DISCUSSION: City Clerk, Kathy Vaughn reported the Auditors are currently here and have about one more week in-house. The codified ordinances have finally arrived and the book are in the process of being updated. 

ACTION TAKEN: None 

CITY TREASURER'S REPORT 

DISCUSSION: City Treasurer, Cole McDaniel stated that if anyone has any questions on the TIF budget, the worksheet received, or if anyone was unable to attend the Finance Committee meeting last week, he would be happy to answer any questions they may have.

CITY ATTORNEY'S REPORT 

DISCUSSION: No report

ECONOMIC DEVELOPMENT REPORT 

DISCUSSION: No report 

ACTION TAKEN: None

PUBLIC WORKS REPORT 

DISCUSSION: Public Works Director, Jewel Bucy, reported on the following items:

• The demolition of 807 S Plum is almost complete. 

• Summer worker, Rachael Homan, is staying very busy painting the hydrants all around town and assisting in City Hall when there is rainy weather.

• The website address to view the consumer Confidence Water Report for Havana in 2018, has been posted on the City Website, will be posted in the paper, and in the lobby at City Hall. The water bills will also have a website address listed on the bills. This is a yearly EPA requirement. 

• Public Works will be working closely with Hine Construction on the water services needed in the buildings downtown. 

• The street sweeper received some much needed maintenance last week. 

• The week of June 24th - Public Works will be flushing out the water mains around town. 

• At this time the City does not have anyone licensed to spray for mosquitos. Public Works does have 3 people lined up, and the study materials have been ordered. Once they pass the test and are licensed, spraying will begin. In the meantime, the council gave consent to have Bucy move forward with looking at hiring a 3rd party company to spray/fog until we have licensed sprayers. Also noting that spraying for mosquitos will not help the gnat problem. Only weather will curb the gnat issue.

POLICE CHIEFS REPORT 

DISCUSSION: No report

FIRE MARSHALL ZONING OFFICER REPORT 

DISCUSSION: Fire Marshall, John Kachanuk, reported on the following items:

• There are currently 6 properties around town that the City is responsible for mowing. A person to mow the properties has been hired and the properties will be billed for the service. 

• A committee meeting will be scheduled to determine if the council would like to maintain or sell the 807 S plum and 622 N Orange properties.

• The Asbestos report is still pending and once received, it will be next on the demolition list.

FARNSWORTH ENGINEERING GROUP REPORT 

DISCUSSION: Gary Davis from the Farnsworth Group reported on the following items:

• We received a preliminary schedule for the Main Street Project from Hein Construction. It will not be published at this time as the final copy will follow shortly. Construction is scheduled to end in December, depending on the weather, touch up work may need to be done the following spring. 

• IDOT approved the Intersection Design Study/Bike Path. The bidding process is slated to be the end of 2019 with construction to begin early in 2020. 

• Water Tower project update - EPA has confirmed the City of Havana qualifies for the Hardship interest rate (1.0%) and partial principal forgiveness. 

ACTION TAKEN: None

FINANCE AND PURCHASING 

DISCUSSION: Alderperson Bell made a motion to agree to the Terms of the Agreement and approve payment from American Tower (ATC Sequoia LLC) for the amount of $250,000, in exchange for permanent easement to Parcel No. 05-3066006. The motion was seconded by Alderperson Stroh. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns. There being none, the motion passed by the following vote: Voting Yes: Brown, Cooper, Bell, French, Stroh, Chaney, McDowell Voting No: Griffin 

Mayor Stodsholt and City Clerk, Kathy Vaughn are authorized to sign all necessary documentation on behalf of the City of Havana.

DISCUSSION: Prairie Steel Property – Tabled at this time.

HEALTH AND SANITATION 

DISCUSSION: No Report

LICENSES, ORDINANCE AND LEGAL 

DISCUSSION: Alderperson Griffin made a motion to pass Ordinance 1428 – Suspension or Revocation, Emergency Order, Appeal. Amending Chapter 5.24 of the Code of Ordinances. Alderperson McD

owell seconded the motion. 

ACTION TAKEN: Mayor Stadsholt asked if there were any question or concerns. There being none, the motion passed with the following vote: Voting Yes: Brown, Cooper, Bell, French, Griffin, Stroh, Chaney, McDowell Voting No: None

PERSONNEL 

DISCUSSION: Alderperson McDowell made a motion to hire Nicole Rice as a full-time dispatcher for the Havana Police Department. The motion was seconded by Alderperson Cooper. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns. Chief Hindahl reported there is an open position due to the transfer of the full-time dispatcher moving to the open position of Code Enforcement. Nicole does live in Havana and is excited about this opportunity. There being no questions, the motion passed with the following vote: Voting Yes: Brown, Cooper, Bell, French, Stroh, Chaney, McDowell, Griffin Voting No: None

DISCUSSION: Alderperson McDowell made a motion to hire Sean Kelly as a part-time Police Officer for the Havana Police Department. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns. Chief Hindahl reported the hiring of a part-time Police Officer would help alleviate some of the overtime. Sean is currently a full-time officer in Petersburg and he and his wife are looking to move to this area. He used to work for the Sherriff's office in corrections and also dispatch. There being no questions, the motion passed with the following vote: Voting Yes: Brown, Cooper, Bell, French, Stroh, Chaney, McDowell, Griffin Voting No:

PLANNING 

DISCUSSION: Alderperson Chaney made a motion to prioritize the current TIF projects as follows: 1-ITEP Sidewalk (Matching Grant), 2-Elevated Tank and 3-Business Park Phase II (EDA Matching Grant). The motion was seconded by Alderperson McDowell. 

ACTION TAKEN: Mayor Stadsholt asked if there were any question or concerns. There being none, the motion passed with the following vote: Voting Yes: Brown, Cooper, Bell, French, Griffin, Stroh, Chaney, McDowell Voting No: None 

DISCUSSION: Alderperson Chaney made a motion to Terminate for Convenience and not move forward with the Business Park Phase II (EDA Matching Grant) as the initial developer has since backed out, and we have no other immediate interested parties. The council also requests Gary Davis, City's EDA Grant Administrator from Farnsworth Group Inc., write the Letter of Termination for the Mayor's signature. The motion was seconded by Alderperson McDowell.

PROPERTY AND ZONING 

DISCUSSION: No Report 

ACTION TAKEN: None

PUBLIC SAFETY 

DISCUSSION: Alderperson Stroh made a motion to permit a parade for Tommy Angel's 17th Annual Lawnmower Run, on July 27th. The motion was seconded by Alderperson Chaney. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns. There being none, the motion passed by the following vote: Voting Yes: Brown, Cooper, Bell, French, Griffin, Chaney, McDowell and Stroh Voting No: None

DISCUSSION: Alderperson Stroh made a motion to permit the Annual 4th of July parade for Havana Chamber of Commerce on July 4th at 10 am. The motion was seconded by Alderperson Chaney.

PUBLIC WORKS 

DISCUSSION: All City Pick-up week produced over 60.52 tons of garbage last week. Far Exceeding last year's total. 

ACTION TAKEN: None

PUBLIC COMMENT #2 

DISCUSSION: Thank you to Jesse Burke for coming to the Council meeting to express the concern regarding the mosquito spraying. It has been an unusually wet spring and all signs show the mosquitos to be bad this summer. We appreciate your concern and are happy to address the matter. 

ACTION TAKEN: None

ADJOURNMENT 

DISCUSSION: Mayor Stadsholt entertained a motion to adjourn the meeting. Alderperson Chaney made the motion, seconded by Alderperson Brown. 

ACTION TAKEN: The meeting was adjourned at 7:51 pm.
