City of Havana City Council met July 2.

Here is the minutes provided by the council:

The City Council met in Regular Session in the Council Chambers. Mayor Stadsholt called the meeting to order at 7:00 p.m. City Clerk Kathy Vaughn called the roll and the following Alderpersons answered to their names: Becky Chaney, Randy Bell, Portia Brown, Bob Cooper, Dan Griffin, James Stroh, Andy French, and Ross McDowell

A quorum was present. The meeting was taped. The minutes were recorded by City Clerk, Kathy Vaughn.

The Pledge of Allegiance to the Flag of the United States of America was recited by all City Officials and Guests

PUBLIC COMMENT #1 

DISCUSSION: Nancy Glick and Rick Noble addressed the council with information regarding the Dixieland Roux that is happening July 12th at the Riverside Club. Tickets are $20 and dinner will be Shrimp Etouffee with rice. Everyone is invited to attend, live music will be by the Mason Dixies. 

ACTION TAKEN: None

APPROVAL OF MINUTES: 

DISCUSSION: Mayor Stadsholt asked if there were any questions or corrections to the Regular Council Meeting minutes of June 18, 2019. 

ACTION TAKEN: There being none, the minutes will stand as approved and submitted.

FINANCE REPORT 

DISCUSSION: Mayor Stadsholt entertained a motion to accept the Finance Report as submitted. Alderperson Stroh made the motion, seconded by Alderperson Brown. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions. There being none, the motion passed with the following vote: Voting Yes: Bell, Cooper, Stroh, Griffin, Chaney, Brown, French, and McDowell. Voting No: None

CONSENT AGENDA 

DISCUSSION: Mayor Stadsholt entertained a motion to accept the Consent Agenda as submitted. Alderperson McDowell made the motion, seconded by Alderperson Cooper. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions. There being none, the motion passed with the following vote: Voting Yes: Bell, Cooper, Stroh, Griffin, Chaney, Brown, French, and McDowell. Voting No: None

MAYOR'S REPORT 

DISCUSSION: Mayor Stadsholt asked Wendy Martin to give more details on a Contest the Mason County Democrat was sponsoring. Martin reported the #1 concern for businesses during construction is the loss of business. What better way to let the public know you are open for business than to decorate the ramps leading to each business. This will bring more attention to the walkways showing the businesses are open and make them feel more welcoming. The contest will award prizes for each block and more details on the voting will follow.

DISCUSSION: Mayor Stadsholt reported on the following items:

• If anyone on the council is going to walk around downtown, there are hardhats and yellow safety vests available at City Hall. Safety first and if you are going to be walking around you must have a hat and vest on.

• Emiquon held a luncheon last week and the 353 consultants and Cole McDaniel along with the Mayor attended.

• Daycare children will be visiting City Hall on Thursday, July 11th. They are looking for a project and ideas are welcome.

• A big Thank You for the donation of the Havana Duck to the City Center.. 

• A 10-minute parking spot is being proposed in front of City Hall for customers coming in to pay their water bills. An ordinance will be necessary.

CITY CLERK'S REPORT 

DISCUSSION: City Clerk, Kathy Vaughn reported the Ordinance books have been updated and returned to everyone. The online ordinances have also been updated as well.

CITY TREASURER'S REPORT 

DISCUSSION: No Report

CITY ATTORNEY'S REPORT 

DISCUSSION: No report.

ECONOMIC DEVELOPMENT REPORT 

DISCUSSION: No report

PUBLIC WORKS REPORT 

DISCUSSION: Public Works Director Jewel Bucy, reported on the following items:

. Due to the Holiday week, Hine Construction will be working limited days.

• While doing demolition on the sidewalk, a water main break was found from years past. Estimates are currently pending on the repair cost.

• The wind storm limb pickup is still currently in progress, please be patient.

• The 2018 Consumer Confidence Report is available on its own website. The information was sent out on the latest water bill and can be found on the City's website. A hardcopy is available at City Hall. 

• There is a service truck that is a bank repo going up for public auction, it has some good equipment on it. It has been budgeted for this year, Public Works would like to bid on it with a reasonable cap of course.

POLICE CHIEF'S REPORT 

DISCUSSION: Chief Hindahl reported the new Code Enforcement Officer is doing very well. She has a lot of catching up to do both in-house and around town, and she is diligently working on both. She is also addressing the cat problem around town. Her work hours are Monday thru Friday, 9 am to 5 pm.

FIRE MARSHAL/ZONING OFFICER REPORT 

DISCUSSION: Fire Marshall John Kachanuk reported on the following items:

• The Crescent Forge EPA crew is off this week for the Holiday. Most live out of state and have not been home for several weeks. They are still on target to be finished by the end of July. If you have not drove by to take a look, please do, it is very impressive.

• A list of the required documents for an EPA cleanup on the PSI property has been received and is in the process of being completed.

Clearance for the asbestos has been received for the tavern and demo can begin anytime.

LICENSES, ORDINANCES AND LEGAL 

DISCUSSION: Alderperson Griffin wanted to discuss Rental Property Registration, however he had not had time to confer with Alderperson McDowell, and asked the topic be re-addressed at a later date when he had more details.

DISCUSSION: No Report

PLANNING 

DISCUSSION: No Report

PUBLIC PROPERTY AND ZONING 

DISCUSSION: Alderperson Cooper stated the winning bids for the surplus items were to be awarded this evening and proceeded as follows: Alderperson Chaney made a motion to accept the highest bid for the lot of 30-50 bicycles from Robert Beck for $101.00. The motion was seconded by Alderperson McDowell. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns, there being none, the motion passed with the following vote: Voting Yes: Bell, Cooper, Stroh, Griffin, Chaney, Brown, French and McDowell. Voting No: None 

DISCUSSION: Alderperson Cooper made a motion to accept the highest bid for the 1972 Jon boat and trailer from Allen Tippett for $300.00. The motion was seconded by Alderperson McDowell. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns, there being none, the motion passed with the following vote: Voting Yes: Bell, Cooper, Stroh, Griffin, Chaney, Brown, French and McDowell. Voting No: None 

DISCUSSION: Alderperson Cooper made a motion to accept the highest bid for the 2008 Saturn from Nikki French for $2150.00.

The motion was seconded by Alderperson Chaney. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns, there being none, the motion passed with the following vote: Voting Yes: Bell, Cooper, Stroh, Griffin, Chaney, Brown, and McDowell. Voting No: None Abstained: French 

DISCUSSION: Alderperson Cooper made a motion to accept the highest bid for the 2011 Ford Crown Vic from Welcome Motors for $1696.00. The motion was seconded by Alderperson Chaney. 

ACTION TAKEN: Mayor Stadsholt asked if there were any questions or concerns, there being none, the motion passed with the following vote: Voting Yes: Bell, Cooper, Stroh, Griffin, Chaney, Brown, French and McDowell. Voting No: None 

DISCUSSION: Alderperson Cooper made a motion to accept the highest bid for the 2006 Chevrolet Trailblazer from Welcome motors for $1196.00. The motion was seconded by Alderperson McDowell.

DISCUSSION: Barbara and Galen Rowe addressed the council in regards to a $7673.86 water bill they received.

DISCUSSION: Mayor Stadsholt asked for a motion to adjourn the meeting. The motion was made by Alderperson Chaney to adjourn the meeting, seconded by Alderperson McDowell. 

ACTION TAKEN: The meeting was adjourned at 7:40 pm
