City of Pekin Traffic Safety Committee met May 3.

Here is the minutes provided by the committee:

PRESENT: Kurt Nelson, John Dossey, Mike Guerra, Bob Henderson, Bob Shaw

Also Present: Will Taylor

The meeting was called to order at 8:30 a.m.

Motion by John to approve the agenda, seconded by Will. All in favor.

Motion by Bob H. to approve the April 5, 2019 meeting minutes, seconded by John. All in favor.

New Business:

1. DistractedDriving

John reported that he is waiting for a response from legal. This will be an agenda item for the next meeting.

2. Truck Route Violations

The current fine for trucks off the designated truck route is $150. There was discussion of raising the fine as a deterrent. It was noted that the signs are making a positive impact and the trucking companies have received an updated map. Bob H. made a motion to make a recommendation to City Council to raise the fine to $500. John seconded the motion. All in favor.

3. Parking Concern – Derby St. between Peoria St. and Morton St.

Jerry Stark, 1312 Morton St., was in attendance for this item. He is requesting no parking on Derby St. between Peoria St. and Morton St. When vehicles are parked in this location and he attempts to turn onto Derby St. from Morton St. he is unable to see oncoming traffic. When this request was originally made the Derby St. corridor plan was in the works. After discussion of the concerns in this location, John made a motion to make a recommendation to City Council for no parking on the south side of Derby St. between Peoria St. and Morton St. The motion was seconded by Bob H. All in favor. It was noted that this would be helpful for the Bus and Garbage Departments as well.

4. Traffic Speed–3200 Block of Barney Ave.

This request came to the Committee from the group home on Barney Ave. They are concerned with traffic when their residents are attempting to cross the street. The speed spy had been placed in this location to monitor traffic. The results indicate that speeding is not an issue in this location. After review of the speed spy results, Bob S. made a motion to leave this area as is. John seconded the motion. All in favor.

5. “No Parking Here to Corner” sign request – S. 4th St. @ Winter St.

A citizen had approached an Officer with this request. It was noted that vehicles are parking legally in this location. After discussion of this request, Bob S. made a motion to leave this area as is. Bob H. seconded the motion. All in favor.

6. “Blind Driveway” sign request – Alley behind 1100 Block of Highland

A citizen had approached a Fireman with this request. Alleys are designed for access with a speed limit of 15 mph. After discussion of this request, John made a motion to leave this area as is. Will seconded the motion. All in favor. It was noted that “Blind Driveway” signs are designed for areas with high volume traffic.

Around the Table

Jerri Stevson, 228 Charlotte St., attended this meeting requesting a stop sign on N. Third St. in the area of Charlotte St. to slow traffic down in this location. It was noted that stop signs are not used to slow traffic. The speed spy will be put in place. This will be an agenda item for the next meeting.

Bob S. reported that May 4th from 9:00 a.m. to 4:00 p.m. has been designated for a “clean up downtown” event.

Mike reported that Schramm at Broadway Rd. will be closed beginning Tuesday, May 7th. IDOT will be closing lanes at the intersection of Third St. and Margaret St. May 6th through May 8th.

Will brought up a traffic concern regarding traffic back up when vehicles turn onto Sunset Dr. from Court St. and then attempt to turn left into Caseys. It was reported that this intersection is awaiting a redesign plan.
