Village of Somonauk Board of Trustees met July 11.

Here is the minutes provided by the board:

Village President Grandgeorge called the meeting to order at 6:30 p.m. Attending: Trustees: Conley, Eade, McMillen and Whiteaker.

Minutes:

MOTION:

Trustee Conley moved to approve the minutes for the June 12, 2019. Whiteaker seconded the motion and the following voted: Whiteaker-yes, Eade-yes, Conley-yes, McMillen –yes.

Motion Passed

BILLS:

Bills were presented in the amount of $94,300.94. Morphey stated extra bills: Behm Pavement $4950.53, Clark Mosquito Spray $1,017.00, Deer & Company $55,942.98, Ill. EPA (NPDES) $5,000.00.

Motion:

Trustee Conley moved to approve the bills to July 11, 2019 in the amount of $94,300.94. Trustee Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Communications:

Report of Officers:

Police:

Chief King reported that part-time patrol officer Luther Harper had suffered a heart attack. He will be off work for 3-4 weeks.

The EPO is a work in progress He is in the process of meeting with Chief Colford.

He has 2 people interested in part-time positions for a patrol officer. He will get applications to the committee. He has been having issues with the 2012 squad car. It is currently being worked on it but there are issues with the mechanic on the driver’s seat. He will keep the board informed.

Water & Sewer

Eiper reported the robot inspection had gone well. Everything looked good on the inside of the tank. It was reported to be above average. He also reported he had talked to our engineer about the drainage at Illowa on Pine St. The engineer will look into see what the options are.

Eipers also reported he had talked to the property owners at 120 Magnuson Ln. This is where the line is to go to the field west (there is a drain in the middle of the field) and help drain Magnuson. Eipers feels if they were able to swale the field behind that might be a fix for the problem. He will talk to Alex Marshall who farms the field and is employed by the school. Grandgeorge in the meantime would like letters sent out to property owners to check their culverts to see if they need replacing. This will be a huge improvement. Letters will be worked on and sent out next month.

Morphey asked Eipers and Wasson if they had had an opportunity to check the park drainage behind Waszak’s and Larson’s house which backs up to the park. Wasson was on vacation and Eipers said he had left before this was brought up. Grandgeorge asked that they talk to Diane Bristol after the meeting.

Streets & Alleys:

Wasson stated there was not much more than was listed on the report. There had been 3 sink holes repaired. Two on Gage St. and one on RT. 34. Wasson reported they would be seal coating Gov. Beverage. This is on the MFT program with DeKalb County.

Committee Reports:

Water & Sewer: Eade presented a request from Public Works to purchase an EFF Sampler for the sewer plant. The existing one is quite old and needs to be replaced.

Motion:

Trustee Eade moved to purchase an EFF sampler from HACH for the amount of $5731.00. Trustee Conley seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Eade next presented a contract with SO FI Communications. The board had been informed several months ago about this. The lease is basically the same as the one with Nextlevel. Morphey explain she had added a clause stating that if the county charged them tax on the lease SO FI would be responsible to pay that. She also had negotiated the Police Department, at the park and the down town have free access to their internet.

Motion:

Eade moved to have the Village President enter into the lease agreement with SO FI Communications. Conley seconded the motion and the following Trustees voted: Conley- yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Finance:

Morphey presented the Budget/ Appropriation for the Fiscal year 2019-2020. She stated this is done every years and needs to be passed by the end of July and sent to both counties. This establishes the maximum amount we can spend.

Motion:

Whiteaker moved to adopt ordinance 19-09 Appropriations Ordinance for fiscal year 2019- to 2020. Eade seconded the motion and the following Trustees voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Laws& Ordinance:

Creation of Backyard Chickens:

Grandgeorge posed question to the board if there was interest of creating a back yard chicken ordinance to allow chickens in the Village. Conley stated he was not in favor of having chickens in the Village but had talked to several people in the Village and they were in favor of them so he felt he would have to vote for the creation of the ordinance.

Motion:

McMillen moved to have the Village Attorney create an ordinance to allow backyard chickens. Whiteaker seconded the motion and the following Trustees voted: Eade-NO, Whiteaker- Yes, McMillen –Yes, Conley-Yes

Grandgeorge commented he would like this ordinance reviewed in a year to see how it was being handled. Conley agreed with that. He asked Chief King to police any applications. Grandgerorge stated hopefully there would be an ordinance next month Morphey stated that would be very aggressive to have it completed in a month.

Morphey presented ordinance 19-06 Ordinance relating to towing Fees. This ordinance increased the cost of a towing fee from $300.00 to $500.00. Chief King had canvased the area and found that most municipalities charged the $500.00.

Motion:

Whiteaker moved to adopt Ordinance 19-06 an Ordinance amending the Somonauk Village Code relating Towing Fees. Eade seconded the motion and the following voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Next presented Ordinance 19-07 an Ordinance amending the Somonauk Village Code relating to Plants and Weeds. Grandgeorge stated this had been discussed before.

Motion:

Whiteaker moved to adopt ordinance 19-07 an Ordinance amending the Somonauk Village Code relating to Plants and Weeds. Eade seconded the motion the following trustees voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Next presented was an ordinance amending the Somonauk Village Code relating to Water Meters. Eipers explain this would be installed on NEW construction only and it would be installed so we would not have to enter the property owners house. It will be located between the street and the sidewalk. Plumbers will install it and will acquire it from the Village at a 25% over cost.

Motion:

Whiteaker moved to adopt ordinance 19-08 an Ordinance amending the Somonauk Village Code relating to Water Meter. Eade seconded the motion the following trustees voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Employee Relations:

Conley we had not receive the MOU from the Village Attorney. This will be an agreement with DeKalb County Sheriff to allow them to use the PD if they are in need while they are at this end of the County.

Conley reported the Union had rejected our final offer and suggested we go back the January 2019 offer. The committee felt they had fairly negotiated and the group had excepted the offer and then changed their mind the next day. So we will probably be going to arbitration.

Street & Alley’s

McMillen presented the 2019 Street Program (NON MFT) for North St and Green St and Rt 34. This is finishing North St from the looping project and also addressing the problem at RT. 34 and Green St.

Motion:

McMillen moved to:

1. Authorize the Village Clerk to Advertise for bids:

2. Approve the Maintenance Engineering Agreement (BLR 05520)

3. Approve the Estimate Maintenance Cost (BLR 14231 and the specifications.

Conley seconded the motion the following trustees voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

Next the agreement between the Village and HR GREEN for the Safe Routes to School Improvements.

Motion:

McMillen moved to have the Village President sign the professional service agreement for Phase 1 and Phase 2 of the SRST grant. Conley seconded the motion the following trustees voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.

McMillen presented an estimate from Stephen’s Tree Service to remove and or trim four trees in the Village:

Remove dead Elm at 208 N. East St. Remove Maple and stump at South east St and Washington between DeKalb St. remove a Maple and stump at 405 E. DeKalb St. and trimming a tree at 305 S. Green of its dead and hollow branches. In the amount of $3,550.00.

Motion:

McMillen moved to accept the estimate from Stephen’s Tree Service to remove and trim the trees listed about for the amount of $3,550.00 Whiteaker seconded the motion the following trustees voted: Conley-yes, Eade-yes, McMillen- yes and Whiteaker- yes.
