Council-Manager Briefing

A. 6:00 PM - Municipal Building Security

Mayor Miller called the briefing to order at 6:00 PM. Councilmembers present: Leslie Besl, Craig Keller, Debbie Pennington, Tim Abbott, Ron D'Epifanio and Bill Woeste. Councilmember Chad Oberson arrived at 6:40 PM.

Staff members present: Mark Wendling, Dan Wendt, Scott Timmer, Carol Mayhall, Steve Wolterman, Dave Butsch, Brian Roase, Greg Kathman, Steve Maynard, Matt Young, Tiphanie Howard and Alisha Wilson.

City Manager Mark Wendling presented a brief overview of the building security update plan for the Municipal Building and Annex Building. He indicated that it would be a couple of years to finalize the plans, however, with Council approval, he would like to move forward on the first steps this year. Council agreed that the plan should move forward and the building security should be updated. The briefing moved to Council Chambers at 6:30 PM.

B. 6:30 PM - Animal Control Review

City Attorney Steve Wolterman gave an update on the proposed changes to the Animal Control Ordinance. The changes will bring the city's ordinance in line with the state revisions. Most notably, it will remove the breed-specific ban on pit bulls and replace it with a vicious dog definition.

Recommendation:

It is recommended that the City Council authorize and direct the preparation of legislation authorizing the appropriation of funding in the amount of $78,814 from the Capital Improvement Fund for the outfitting of a International 7400 HV507 4X2 with a Henderson 10’ stainless steel dump body, snow plow hitch, salt spreader, emergency lighting, and hydraulics to be used by the Street Division. It is further recommended that the City Council authorize and direct the preparation of legislation authorizing the City Manager to enter into a contract with Henderson Products Inc., Bucyrus, Ohio for the purchase of this equipment.

Recommendation:

It is recommended that City Council authorize the City Manager to execute a services agreement with CDWG for the upgrade of City network data security and backup systems and declaring an emergency. Additionally, it is recommended to prepare the legislation for the a contractual appropriation of $89,500 from the 2019-2023 Capital Improvement Fund and suspend the rules requiring the second and third reading.
