City of Chillicothe Human Resource Committee met Nov. 12.

The Human Resource committee met on November 12, 2019, at 4:30 p.m. in the Council Chambers at City Hall.
Present: Chairman Sharp Alderman Colwell
Alderman Gould Alderman Jenkins
Also Present: Mayor White Alderman Connor
Alderman Hughes
Absent: None
Chairman called the meeting to order at 4:30pm.
The HR meeting first discussed Christmas bonus for employees. After a very brief discussion it was determined since it is budgeted and well within the city’s ability to award we move forward with the same bonus as last year.
Chairman Sharp then referred to the drug testing policy for discussion. As our current policy only reads employees with be tested for illegal substances the Chairman was concerned since Cannabis will be legal as of Jan 1 2020. He felt that we needed to re define our policy to cover this issue. Chairman Sharp then discussed a seminar that he had attended and listed various points including how the testing for Cannabis is measured in nomograms and there are devices supposedly available for these purposes. Discussion was held as to the ability to determine use and or end employee who has been using recently versus last night and the determination falling on Superintendent Sutherland. Alderman Colwell advised we were currently under a 4 year contract with the unions and that language would supersede the law change perhaps. Alderman Colwell recommended the attorney be the responsible party to review and advise as he is the legal expert not the committee. Alderman Jenkins, Connor and Gould concurred that we were wasting our time discussing the issue without legal guidance. Consensus was to turn the issue over to attorney Seghetti for his involvement in drafting a policy change.
Clerk Hurd entered the room at 4:48pm.
Mayor White advised the committee would need to go into closed session to discuss Personnel-Section 2 C 1. At this 4:56pm Clerk Hurd advised Chairman Sharp to make a motion to go into closed session and took roll call: Mayor White, Chairman Sharp, Alderman Gould, Alderman Connor, Alderman Jenkins, Alderman Colwell, Alderman Hughes & Clerk Hurd were present. Closed session was recorded and Clerk Hurd was present.
Committee returned to open session at 5:16pm.
There being no further business, meeting adjourned at 5:16pm.
