City of Chillicothe Public Works Committee met Nov. 6.

Here is the minutes provided by the committee:

The Public Works Committee met on November 6, 2019, at 4:30 p.m. in the Council Chambers at City Hall.

Present: Chairman Gould, Alderman Sharp, Mayor White, Superintendent Sutherland

Office Manager Passage

Absent: Alderman Hughes, City Engineer Coulter

Chairman Gould called the meeting to order at 4:30 p.m.

PUBLIC COMMENT

No Public Comment

PURPOSE

Budget Review – Superintendent Sutherland advised the committee that Road & Bridge Fund Expenses are at 47.50%, Water Expenses 45.78%, Sewer Expense 47.07% and MFT Expense 61.69%. Office Manager Passage stated she sent out the second quarter review via email to the elected officials.

High Usage Waivers – No new requests

High Usage Waiver Masonic Lodge - Mayor White stated that he was advised that at the last public works meeting the committee decided to waive a portion of the Masonic Lodge water bill due to high usage, however; the high usage was from a toilet. He advised the committee that the policy states that no waiver will be granted if the water goes back through the system. He had talked with the attorney and the attorney stated that the policy would have to be changed to grant the waiver. Alderman Sharp stated that we should reject the high usage waiver as our policy states. Mayor White stated he would talk with the Masonic Lodge representative. Office Manager Passage will notify the Sanitary District of the change. Chairman Gould stated he agreed with the decision to not waive the amount.

Sidewalk Program Application – Office Manager Passage stated that no applications were received. She advised the committee there were a few applications that have been approved, however; have not been installed. A letter was sent to those applicants advising them that the program required the sidewalk to be completed and paid for by December, 2019. She advised that one applicant, that was approved has withdrawn.

Project Update – Mayor stated that he is still waiting to hear from Ryan Spains office regarding a potential Storm Sewer Grant. Superintendent Sutherland stated that the crosswalk on Cloverdale has been striped and the sign that is in the middle of the crosswalk has been hit once already. The other required signage will be installed by Monday.

Water Collection Policy: - Mayor White stated that he and Office Manager Passage has been working on a water collection policy that would be used to improve the current ordinance.

A lengthy discussion ensued regarding the process. Mayor White stated that the policy can not address all potential issues. After discussion the consensus of the committee was to send the policy to the attorney for review and to add legal language to the new letters, regarding liens, transfer to new owners, and owners and tenants jointly responsible.

Superintendent Sutherland stated that he has obtained a proposal from Jason Engbrecht to repair the dry well on Walnut Street by the median. The cost is $1,850.00. This would be paid from the Road & Bridge Fund. The consensus of the committee was to present the proposal to the city council for approval.

There being no further business the meeting adjourned at 5:19 p.m.
