Woodford County Road and Bridge Committee met Nov. 12.

Here is the minutes provided by the committee:

1. Call meeting to order

Meeting was called to order by the Chairman at 8:04 AM.

2. Roll Call.

Richard Hill, Barry Logan, Dan Steffen, Josh Davis all present. Donald Tolan arrived at 8:16. Also present were Conrad Moore, County Engineer and Mr. Doty.

3. Review meeting minutes of regular meeting on October 7, 2019.

Motion to approve October 7, 2019 regular meeting minutes made by Steffen, seconded by Davis, Motion passed.

4. Review and consider minutes of past Executive Sessions.

None

5. Public comment.

None

6. Consider claims for the November 19, 2019, Board meeting, 

Motion to approve November claims made by Logan, seconded by Davis. Discussion on the new laptop. It was ordered when the desktops were purchased, but it just now arrived. Question regarding the towing charge. The transmission blew on pickup truck number 8. The truck was towed to the shop. The tire repair was for the New Holland that ran over a fence post. The Amigoni charge was for cleaning the ditches on Banta Road near Rt. 26 after the storm. An application to receive federal funding for reimbursement for the labor, equipment and materials has been submitted. Question regarding the township motor fuel tax and if that is a bill submitted. It is for equipment rental and was paid to Panola Township from the Township MFT funds. The concrete tester calibration testing is for the concrete cylinder compression machine and it has to be calibrated every year. Motion passed

7. Old Business:

(a) Consider Intergovernmental Agreement with Village of Roanoke for Jurisdictional Transfer of North Main Street from Front Street to IL 116. This is still with IDOT. Mr. Moore anticipates movement on this next month.

8. New Business:

(a) Discuss and act on Road and Bridge Committee meeting schedule for session. 

There are two dates that the meeting had to be changed to Tuesday. The committee still wants to meet at & AM, Motion to accept the meeting schedule as presented made by Davis, seconded by Steffen. Motion passed.

(b) Discuss and act on a petition for County Aid for a structure in Olio Township, Section 20-11148 00-DR. 

Motion by Logan, seconded by Davis to approve county aid for a structure in Olio Townships, seconded by Davis. This is a 50/50 project with Olio Township for a cast-in-place double box culvert replacement. Estimated cost is $250,000 for a double box culvert replacement. Motion passed.

(c) Discuss and act on agreement authorizing transfer of County STR Funds for payment of one-half of the County Engineer's salary, 

No action will be taken at this time. We are waiting on IDOT to submit figures.

(d) Discuss and act to appropriate County Engineer's salary from MFT Fund. 

This goes along with 8(c) above.

(e) Salt/Mix Prices. 

Salt increase was 57%. The labor went up 5%. We buy at the state bid price. We cannot order salt till the first of December. We have about 1/3 of the salt left from last year, approximately 1,000 tons. Motion to approve the new prices for salt and cinders made by Logan, seconded by Steffen. Motion passed

(f) Seasonal Snow Plow Drivers.

We have placed an ad for seasonal help with snow plowing. Discussion on hourly rate. It depends on the season snow fall how much the seasonal help is needed, but estimate the average is about 25 hours per season. We have to be competitive with other people who are paying more. Discussion on having someone with knowledge and some experience. Discussion on paying them the same as union employees and how the union would accept that. It was decided to give Conrad the latitude to determine pay and hiring.

9. Other:

(a) Access Ordinance. 

Mr. Moore looked through the Access Ordinance and having two entrances on one property. He added some wording to the current ordinance. Discussion on hardships, spacing with neighboring driveways, sight distance, unity between various sections of the ordinance, and how to address. Motion for any current temporary access points we have right now be made permanent made by Davis, seconded by Steffen. Discussion on why allow temporary if we are not going to allow it to become permanent. Roll call yote – Logan- 110; Steffen-no; Hill-yes; Tolan-yes; Davis-yes. Motion passed. 

We will reach out to surrounding counties and see what their ordinances say. We will work on fixing ours so there is no grey area and no contradictions between policies. 

(b) Noxious Weeds. 

The yearly reporting and yearly plan have both been submitted to the state.

The Capital Plan by IDOT was published and two of our projects are in it.

We are currently getting an increase of 68% in Motor Fuel Tax allotments.
