Village of San Jose Village Board met Oct. 21.

Here is the minutes provided by the board:

October monthly Board Meeting was called to order by President Worlow at 7:00pm. Meeting was held at Village Hall, 309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Allen; McCormick; Nolan; Skelton; Tillquist; Blackstock; six (6) present. Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, Water Superintendent Albers, Engineer Desplinter, Ethics Hancock and 4 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes. Mayor Worlow asked for approval of the Consent Agenda, Trustee Skelton made motion to approve Consent Agenda, 2nd by Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Citizen’s Concerns:

B. Deet, new pit placed for property at 112 W. Arch.

R. Garner, asked about water meter in basement, Water Chr. Allen reported that all meters will be moved out to pit, on city property.

Engineer Desplinter updated the board on the water project.

Trustee Skelton made motion to approve Amendment#1 to Owner-Engineer Agreement, Application for Payment #2, Change Order #2, 2nd Trustee McCormick, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Skelton made motion to approve additional $27,973.77 added to Owner- Engineer Agreement, with loan funds, 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Finance:

Payment of Bills - Trustee Nolan made motion to pay bills, 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Capital Improvement CD update – Treasurer Shelley added $10,000.00, $95,000.00 in Capital Improvement CD’s.

IL Dept of Revenue overpayment, money we owe from overpayment will be deducted from payments we receive from Dept of Revenue.

Funds need transferred to Audit Fund from General Fund, this was found in yearly audit. 

Treasurer Shelley transferred $20,000.00 from Water fund to Sewer fund, for payment of bills. 

Sanitary District was sent invoice for half of bill for the motors for the lift stations.

Adoption of ORDINANCE 19-532, AN ORDINANCE AUTHORIZING THE ISSUANCE OF UP TO $1,200,000 WATERWORKS AND SEWERAGE SYSTEM REVENUE BONDS OF THE VILLAGE OF SAN JOSE, LOGAN AND MASON COUNTIES, ILLINOIS, FOR THE PURPOSE OF DEFRAYING THE COST OF ACQUIRING, CONSTRUCTING, IMPROVING AND EXTENDING WATERWORKS AND SEWERAGE FACILITIES, AND RELATED MATTERS, postponed until November 18, 2019 board meeting, so that trustees can get more information on this matter.

Zoning: no report

Maintenance:

Maintenance Larmore reported village is out of new meters for pits, needing to order 5, Engineer Desplinter will talk to Walker and see if we can get these through them. Snow fence for North 1st St. and Locust St. field, needing fence posts, Larmore will get a count of how many posts needed. Snow fence in field located west of North 6th St., village needs to get permission from farmer to place a snow fence on his property, Ethics member Hancock, present at meeting will contact her brother, who owns property and see if this is agreeable. Needing idlers for houses, where they will be moving meters from inside the home to the pit. Lift stations at lagoon and Vine St required work, done by Petersburg Plumbing.

Water & Sewer:

206 East Arch water meter and water line issues to be discussed at committee meeting that will be called at later date.

Police:

Chief Marlo reported: 63 citations; 50 warnings; 1 suspended license; 1 no license; fines totaling $8,180.00;

Adoption of ORDINANCE 19-535 AMENDING TITLE 4: HEALTH, SANITATION AND ENVIRONMENT, CHAPTER 1: NUISANCES; PROPERTY MAINTENANCE; LITTER CONTROL, SECTION 11: PENALTY., postponed until November 18, 2019 board meeting. Building & Grounds:

Furnace at Lodge needing repaired, Hernan’s will be contacted.

Streets & Alleys: no report

Health & Safety:

Bill received tonight from J&W Hauling for $1,900.00 for dumpsters used at Town-wide cleanup, final numbers will be given at November 18, 2019.

Mosquito abatement done for the 2019 season, Larmore will check as to how much chemical we have left and get price for the amount we need for next spraying season.

308 N. 1st St. trailer has been empty for longer than 60 days, look into code regarding removal.

Old Business:

Discussion regarding yard signs at properties that are in violation of Village Code and deemed Dangerous Building.

New Business:

Trustee Allen made motion to set Trick or Treating hours as 4 to 8pm, 2nd Trustee Tillquist, all in favor. 

Trustee Allen made motion to adjourn meeting at 8:29pm, 2nd Trustee Tillquist, motion carried.
