Village of San Jose Village Board met Nov. 18.

Here is the minutes provided by the board:

November monthly Board Meeting was called to order by President Worlow at 7:00pm. Meeting was held at Village Hall,

309 S 2nd Street San Jose, Illinois. Roll call taken: Present: Allen; McCormick; Nolan; Skelton; Tillquist; Blackstock; six (6) present. Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, Water Superintendent Albers, Engineer Desplinter, Ethics Hancock and 0 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes. Mayor Worlow asked for approval of the Consent Agenda, Trustee Skelton made motion to approve Consent Agenda, 2nd by Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Citizen’s Concerns:

C. Christopher wants to thank the village for the recent work near her home, including the installation of a new fire hydrant and curb work.

President:

San Jose Fire Department “Breakfast with Santa” Trustee Skelton made motion to give donation of $200.00 toward event, 2nd Trustee Blackstock, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Clerk:

Trustee Skelton made motion to adopt Ordinance 19-532 AN ORDINANCE AUTHORIZING THE ISSUANCE OF UP TO $1,200,000 WATERWORKS AND SEWERAGE SYSTEM REVENUE BONDS OF THE VILLAGE OF SAN JOSE, LOGAN AND MASON COUNTIES, ILLINOIS, FOR THE PURPOSE OF DEFRAYING THE COST OF ACQUIRING, CONSTRUCTING, IMPROVING AND EXTENDING WATERWORKS AND SEWERAGE FACILITIES, AND RELATED MATTERS. 2 nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Engineer:

Water Main project almost complete, just restoration work to be done.

Trustee Skelton made motion to approve Change Order #3 $7,462.00, associated with connecting, locating and finishing off old mains; 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Skelton made motion to Approve Contractor’s Application for Payment #3 $376,377.94, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Maintenance:

Maintenance Larmore reported that 20 tons of salt/cinders mix was purchased; blade is on white truck; salt spreader is on red truck, blade to be attached soon; fence posts for locust snow fence installed; Trustee Skelton approved the purchase of new Sawzall.

Water & Sewer:

Trustee Skelton made motion to approve purchase impeller replacement for lift station spare pump, 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Police:

Chief Marlo reported: 33 citations; 59 warnings; 1 suspended license; 1 no valid license; 2 cannabis; fines totaling $6,245.18. Laptop for squad car needing replaced - USB ports no longer functioning; needs upgraded, as windows 7 no longer supported after January 1, 2020; Trustee Blackstock made motion to approve purchase of laptop, not to exceed $800.00, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Nolan made motion to approve adoption of ORDINANCE 19-535 AMENDING TITLE 4: HEALTH, SANITATION AND ENVIRONMENT, CHAPTER 1: NUISANCES; PROPERTY MAINTENANCE; LITTER CONTROL, SECTION 11: PENALTY; changing penalties to $250.00 for 1st and 2nd offense; $500.00 for 3rd, 4th and 5th offense; $1,500.00 for offense 6 and above; 2nd Trustee Blackstock, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Building & Grounds:

Trustee Skelton made motion to approve adoption of Resolution 19-536 RESOLUTION RATIFING ACTION TAKEN ON NOVEMBER 11, 2019, APPROVING THE REMOVAL OF TREES BY B&W TREE SERVICE, AT THE COST OF $2,900.00.;

2nd Trustee McCormick, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Streets & Alleys:

4 way stop located a corner of North 1st and West Locust Streets – vehicles have difficulty stopping and starting again, during the winter months, when the roads aren’t dry. Trustee Skelton made motion to remove the stop signs located on North 1st Street, leave the stop signs on Locust Street, making it a 2 way stop; 2nd Trustee McCormick, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

3 way stop located at South Logan and East Vine Streets, Trustee Blackstock made motion to remove stop signs on Vine Street, leaving only the stop sign on South Logan Street; 2nd Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Blackstock made motion install stop sign at the corner of North 4th Street at West Locust Street, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton nay; Tillquist yea; motion passed 5 yeas, 1 nay.

Trustee Nolan made motion to install stop sign at the corner of North 3rd Street at West Locust Street, 2nd by discussion, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton nay; Tillquist nay; motion passed 4 yeas, 2 nays.

Health and Safety: no report

Unfinished Business:

Trailer at 308 N. 1st Street has been vacant more than 60 days; Village Clerk will send letter to owner regarding this violation.

New Business:

Trustee Allen made motion to adjourn meeting at 7:48pm, 2nd Trustee Nolan, motion carried.
