City of Canton Fire and Police Commission met Oct. 8.

A regular meeting of the Canton Fire and Police Commission was held on Tuesday, October 8, 2019. The meeting was called to order at 1:31 p.m. by Commissioner Mayall.
Present: Commissioner Greg Gossett
Commissioner Chad Mayall
Public Safety Director Dick Fairburn
Firefighters Jacob Leake and Tony Plumer
Absent: Commissioner Samantha Norton
Public Participation- none
Motion was made by Commissioner Gossett seconded by Commissioner Mayall to accept the Minutes of the September 10, 2019 regular meeting. All Ayes, motions carried.
Motions were made by Commissioner Gossett seconded by Commissioner Mayall to accept the September budget. All Ayes, motions carried.
Training certificates: A 9 month review for Firefighter Chenoweth was presented to the commission for review and file.
Old Business – none
Probationary Employees: Both of the new firefighters have about three months left in their probationary year.
Bills: Bills were presented as follows: to The Fulton Democrat in the amount of 27.08 for advertising for the PD Initial List testing; to the Independent Shopper in the amounts of $44.75 and $54.00 for advertising for the PD Initial testing; to IPMA-HR in the amount of $157.00 for testing materials for the PD Initial. Motion was made by Commissioner Mayall seconded by Commissioner Gossett to pay the bills. All Ayes, Motion carried. An income of $90.00 was also accepted into the budget, this being the application fees for the PD Initial.
Testing Cycles: The PD Initial has only four candidates, and only one of the four passed the physical ability test. Written and oral testing will begin at 9:00am next Saturday.
Regarding the Fire Lt. Promotional, a timeline if they started the study time now would put the written test right at Christmas and New Years. Given the holiday timing, the commission decided to delay that testing a bit.
New Business : Firefighters Leake and Plumer let the Commission know that there have been changes made to the details regarding merit points in the fire promotional testing. The titles of the officers are being changed, and only certificates from the Office of the IL State Fire Marshall shall be counted for points. Any certificate from the ISFI is just that- a certificate that a class was completed and does not count for the points. A Letter of Understanding will be coming from the Canton Fire Department to confirm and clarify these changes, but until then, the following changes were explained:
Fire Officer I - now called Company Fire Officer 3 points
Fire Officer II - now called Advanced Fire Officer 3 points
Having no other business, a Motion was made by Commissioner Mayall seconded by Commissioner Gossett to adjourn the meeting. All Ayes, motion carried. Meeting adjourned at 1:52 p.m.
