Village of San Jose Board met Dec. 16.

Here is the minutes provided by the board:

Roll call taken: Present: Allen; McCormick; Nolan; Skelton; Tillquist; Blackstock; six (6) present. Also, in attendance: President Worlow, Clerk Custodio, Treasurer Shelley, Chief Marlo, Maintenance Larmore, Water Superintendent Albers, Engineer Desplinter, Ethics Hancock and 3 citizens. Meeting agenda was posted more than forty-eight in advance on the village website, outside and inside bulletin boards at Village Hall and is attached to and made part of the minutes. Mayor Worlow asked for approval of the Consent Agenda, Trustee Skelton made motion to approve Consent Agenda, with the addition of item #10, 2nd by Trustee Allen, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Citizen’s Concerns:

Associate Judge Wm. Workman, running for Logan County Resident Circuit Judge; Kelley Elias running for Logan County Circuit Clerk; Don Peasley, running for Logan County Coroner, spoke to the board regarding their experience and desire to hold position they are running for in the March 2020 election.

P. Shelley spoke regarding concern that neighbor was burning lumber.

Engineer:

Trustee Skelton made motion to approve Change Order #4 $46,566.00, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee Skelton made motion to Approve Certificate of Substantial Completion, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay. Water project is operational, covered by village’s insurance, 1-year warranty period starts, work can be added if needed.

Finance:

Payment of Bills – Trustee Skelton made motion to pay bills, 2nd Trustee Nolan, roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Treasurer Shelley asked that committee chairs and Water Superintendent Albers submit to her figures for FY21 Budget; will bring proposal to January 2020 board mtg.

Maintenance:

Maintenance Larmore reported ball joints need replaced in red truck; salt spreader down, as chain for spreader drive broke, part is ordered; feet for the plow on white truck needing work, S. Hammel will be contacted to see if he can do work.

Water & Sewer:

Police:

Chief Marlo reported: 68 citations; 43 warnings; 1 suspended license; 1 warrant arrest; fines totaling $5,845.91.

Building & Grounds:

Trustee Allen made motion to purchase refrigerator for Masonic Building not to exceed $500.00, current refrigerator will be moved to police station, 2nd Trustee Nolan; roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton nay; Tillquist yea; motion passed 5 yeas, 1 nay.

Streets & Alleys:

Trustee Blackstock made motion to leave North 1st Street and West Locust a 4-way stop, 2nd Trustee Nolan; roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton nay; Tillquist yea; motion passed 5 yeas, 1 nay.

New Business:

Trustee McCormick informed board the City of Mason City has 2.5-ton dump truck, that will be coming up for sale in spring, wanting $15,000.00; village would be able to haul own rock; maintenance worker would need to have CDL.

Question regarding the need for a fence at 100 South 1st St., Clerk Custodio will research and report back to board. Recommendation from Closed Session: Trustee Nolan made motion to give village employees Christmas bonus totaling $100.00 after taxes, 2nd Trustee Allen; roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.

Trustee McCormick made motion to go into Closed Session Per 5ILCS 120/2(2) at 8:09; 2nd Trustee Tillquist; roll call vote: Allen yea; Blackstock yea; McCormick yea; Nolan yea; Skelton yea; Tillquist yea; motion passed 6 yeas, 0 nay.
